中文摘要：	新三板市场经过2013年的迅猛扩容与法规修改，已经成为上交所、深交所之外的第三家全国性证券交易所，主要为成长中的中小微企业发展服务。2013年底，随着新三板市场扩容大幕拉开，新三板取得迅猛发展，2015年3月以来，新三板市场在中国多层次资本市场体系的重要性进一步凸显，为中小企业提供直接融资服务的能力进一步提升。与此同时，中小企业融资难、融资贵的问题也在新三板市场有所显现。当前互联网融资服务平台在欧美市场取得高速发展，成为服务中小企业融资的创新形式。目前，互联网融资服务形式已经与新三板市场产生有机化学反应，成为新三板企业不可忽视的融资渠道之一。探索新三板互联网融资服务平台的运行原理，有利于规范新三板市场发展，增强新三板市场融资服务能力，促进新三板企业股权融资。文章同时基于国内最大的新三板互联网融资服务平台——新三板资本圈-第一视频路演网展开案例分析，深入探讨新三板资本圈平台的创立背景、运行原理、盈利模式，并对新三板资本圈平台的融资效率进行评估，探索新三板资本圈平台对新三板市场互联网融资服务的借鉴意义。文章的最后一个部分，借鉴美国JOBS法案的监管思路，评估新三板互联网融资服务平台未来的发展方向以及对中国股权融资服务市场的指引意义。
英文摘要：	The National Equities Exchange and Quotations is approved by the State Council, founded based on the securities law.As the national securities trading places, which is similiar to the SSE, the Shenzhen Stock Exchange.Its businesses are mainly for the innovative, entrepreneurial, growing medium and small micro enterprise development services. By the end of 2013, with the new Sanban market expansion , it achieved rapid development since March, 2015, the importance of the National Equities Exchange and Quotations of China multi level capital market system has been futtherly highlighted, the ability of providing direct financing service for SMEs to further has been also improved. At the same time, SME financing problems in the National Equities Exchange and Quotations have appeared, the current Internet financing platform has achieved highspeed development in Europe and the United States market, and has become a service SMEs financing innovation form, at present, the Internet form of financing has produced organic chemical reaction in the National Equities Exchange and Quotations t,and also has become one of the most important innovative forms of financing principle of operation for enterprises, which is good for exploring the new Sanban Internet financing platform and regulating the National Equities Exchange and Quotations development, it is important to enhance the National Equities Exchange and Quotations financing ability. The paper also based on the largest new Sanban Internet platform for financing, case analysis on the first video road show net NEEQ Capital Circle , indepth study of the NEEQ capital circle platform founded background, operation principle, profit model, and the new Sanban capital circle platform financing efficiency evaluation, explore the meaning of new Sanban capital Circle platform for the National Equities Exchange and Quotations of Internet financing. The last part of the article, which are the idea of supervision America reference JOBS act, and is dood for evaluating National Equities Exchange and Quotations Internet platform for financing and the future development direction and guidance significance to the Chinese equity financing market.
