中文摘要：	近年来，世界海洋油气勘探开发产业链已然成为国内外石油天然气企业竞相追逐的利益焦点。由于竞争异常激烈、外部投资环境复杂、安全理念提升等因素存在，专业化更强、技术含量更高的石油上游板块的海洋钻井工程业务风险管理难度巨大，其风险管理的好坏也对项目起着决定性的作用。中国石油企业的“海外海洋钻井工程项目”起步较晚，针对这类项目的风险管理研究文献甚少；尤其是针对文中项目的区域特色和行业特点的风险管理研究更是很少。本文在阐述工程项目风险管理相关理论的基础上，介绍了钻井工程项目的风险管理方法，分析了目前我国企业在海外服务海洋钻井工程项目的风险管理现状，针对海外海洋钻井工程项目特点，以“海外”、“海洋”、“钻井工程”三方面为基点，运用头脑风暴法、单元划分法、风险检查表法、环境分析法识别项目风险，结合伊朗某区块天然气钻井工程风险管理的实例，提出了运用全面风险管理体系管理风险的理念，利用安全检查表法和HAZOP法、LEC评价法评估项目风险因素，度量分析各类风险，并对分析结果提出相应的风险防范和控制措施，促成项目风险管理全过程、闭环式实施。论文系统分析了海外海洋钻井项目风险管理的方法和具体的风险点源，并提出了做好海外海洋钻井项目的管理思路，同时按照风险管理的风险辨识、风险度量、风险应对、风险监控步骤给出了具体的对策，为中国石油企业做好海外海洋钻井项目的风险管理提出了建议，有利于推进我国石油天然气钻井行业的国际化进程。
英文摘要：	In recent years， industrial chain of ocean oil&gas exploratory development in the world has already became focus of benefit which petroligenic natural gas companies in the world continuously pursued. Due to a number of factors existed such as fierce competition, complicated external investment environment and improvement of safety concept，the more professional，higher technique content’s ocean drilling engineering project business risk management in upstream plate of petroleum has huge difficult and its standard plays a decisive role. Overseas ocean drilling engineering project of China petroleum company is still in its infancy, this kind of project risk management research literature is less, Especially the research of the project risk management of regional characteristic and industry characteristic is very few. On the basis of the review of relevant theories, this paper introduces the risk management methods of the related project, analysis of the current overseas ocean drilling engineering project risk management, according to the characteristics of overseas Marine drilling engineering projects, take "overseas", "ocean", "drilling engineering" three aspects as the basis, using the method of brainstorming, unit division method, the risk checklist method, environment analysis to identify project risks, combined with gas drilling project in a block of Iran, put forward the thinking of comprehensive risk management applied to complex risk, to carry out the risk liability, using the method of safety check list and HAZOP method, LEC evaluation method to assess the risk factors of project, analysis all kinds of risks, and put forward risk prevention and control measures corresponding to the results, and help implement with the whole process of project risk management, the closed loop type. Systematically, this thesis researches the overseas ocean drilling project risk management method and the specific point source of risks, and puts forward the thinking of the overseas ocean drilling project management, at the same time, specific countermeasures are given according to risk identification of the risk management, risk measurement, risk response, risk monitoring procedures, giving some suggestions for overseas ocean drilling project risk management of Chinese petroleum companies, be useful to promote the internationalization of China's oil and gas drilling industry.
