中文摘要：	随着地铁成为公认的解决大城市交通堵塞的重要方式，我国城市地铁建设逐渐进入高潮时期。地铁工程设备专业多，技术含量高，造价高。巨额投资减缓了地铁工程的发展。降低造价，加强地铁工程设备采购和设备安装项目全过程造价管理，招投标阶段的造价管理是必不可少的。 招投标阶段的造价控制主要目的有：选择合理的招标方式、合适的发承包模式，合理设置招标控制价以有效地控制投标报价，通过有效评标方法选择最优和最经济的投标方，制定的严密合同文件预控变更引起的价款调整、约束可能出现的争议。 本文在大量阅读国内外相关文献的基础上，结合工程造价的基本理论和作者在地铁工程招投标阶段的实践工作，分析了地铁工程设备安装和设备采购项目在招投标阶段的特点和重难点,对常见的问题和案例进行了列举、分析，提出了有针对性、可操作性强的方案和建议。 在招投标阶段的造价控制中，设备采购与设备安装的发承包方式既有所不同，又有所交叉，各种打包方式各有优缺点。设备安装招标前，最好能完成施工图设计，然后以图纸为基础进行工程量清单的编制；合理确定招标控制价，严防围标、串标和流标。提高设备安装招标文件的编制水平，控制合同管理的风险；选择合理的评标方法，优选中标单位；通过合同价款的约定、严密的合同文件预控工程变更对造价的影响。设备采购招标应通过设备选型和询价，制定合理的招标控制价。根据不同采购类别，研究不同的招标评标办法，以优选承包商；通过合同谈判与合同文件的签订，制定有力的、执行性强的造价控制条款。同时，作者还以天津地铁2号线招投标案例对相应理论给予论证，以达到完善深化招投标阶段造价控制相关理论，指导造价控制实践的目的。
英文摘要：	With the subway become recognized as an important way to solve the big city traffic jam, construction of our country city subway climax period comes. Subway engineering equipment is high technology content and high cost. huge investment has slowed the development of subway engineering. To reduce the cost, to strengthen the cost management of the whole process of subway engineering equipment installation and equipment procurement project, cost management in bidding stage is essential . The main purpose of cost control in bidding tender stage: choose contractor through reasonable bidding mode and contracting mode, through the tender control price guide contractor offer a competitive price, elect the optimal and most economical bidders through effective evaluation method, formulate the strict contract documents pre control change price adjustment, restraint the disputes may arise . Based on reading a lot of related literature at home and abroad, combined with the basic theory of cost control in Metro engineering,and the author's engineering cost bidding stage practice work,analyze the peculiarity and difficulty of the subway engineering equipment installation , cite and analyse the common problems and cases , propose targeted, operable proposals and suggestions. In the cost control of bidding stage,the contracting mode of equipment procurement and installation ot is different and cross, all kinds of packing methods have their advantages and disadvantages。Equipment installation before bidding, best can complete the construction drawing design, preparate engineering quantity list based on drawings design；to determine a reasonable bidding price control, prevent bid rigging, colluding and bids.Improve the level of preparation of the bidding documents, control the contract risk;operate reasonable appraising method, choose the successful tenderer;strict control the cost impact of Engineering change by the contract price agreed the strict contract documents.Equipment procurement bidding should be through inquiry and the selection of equipments , making the tender control price reasonable.According to the different categories of procurement ,different bid evaluation methods, choose the contractor.Through the contract negotiation and signing contract documents,make strong clause of cost control.In order to deep the cost control theory, guide the bidding practice, the author will give corresponding theoretical argument with Line 2 of Tianjin Metro project.
