中文摘要：	EPC总承包模式是现阶段项目管理理论中使用较多的模式之一，具体包含三个环节，即：设计（Engineering）、采购（Procurement）和施工（Construct）。EPC项目管理模式为当前国外工程项目管理的主要方式之一，有效地将工程设计和采购管理协调统一在一起，采用EPC模式同时可以实现加快工程进度、节约工程投资、降低工程风险的目标，而被工程领域广泛推崇。 本文研究的是EPC模式下铁路工程项目管理中的采购管理活动，研究点立足于现阶段中国政府大力推动的铁路工程建设项目背景，研究方法综合了背景分析、国内外文献回顾和具体案例分析，研究结论对于我国传统工程项目的采购管理模式具有一定的借鉴作用和深远意义。第一，主要介绍了铁路工程项目的采购管理的研究背景以及需要嵌入EPC模式的必要性，重点回顾了近期国内外主要学者对此问题的研究成果，构建本文的内容框架和主要的研究方法。第二，主要介绍了现阶段EPC项目采购管理模式，分别从EPC的定义、演变发展、优越性和特征等方面展开论述。此外，重点分析EPC模式下的采购管理模式，首先论述EPC采购管理模式实施的重要性，其次，分析EPC采购管理模式的具体选择，最后，分析EPC采购过程中的监控流程。第三，阐述了铁路工程项目采购管理的特点和存在问题。首先，论述我国铁路工程建设情况；其次，分析当前我国铁路工程建设现行的采购管理制度和采购管理特点；最后分别从采购成本、采购管理、采购质量等方面来论述当前铁路工程采购管理中存在的问题。第四，具体分析EPC模式下铁路工程项目采购管理的优化空间。分别从制度构建、采购管理、配送管理、监督管理四个方面来优化EPC模式下铁路工程项目采购管理。第五，针对EPC模式下进行铁路工程项目的采购管理优化所需的支撑条件，从组织保障、人力资源保障、管理体制保障三个方面来探讨企业开展EPC模式下铁路工程采购管理活动的各类实施保障。第六，进行了案例分析。文章以铁三院在实施的某铁路工程项目中具体的采购管理活动为例，分析了采购项目的概况，论述了该项目的采购规划、供应商选择和配送管理。最后得出了本文的研究结论。
英文摘要：	EPC general contracting mode more patterns are used in the present project management theory, one of the three specific contains links, i.e., engineering, procurement and construction. EPC project management pattern is one of the main methods of current foreign engineering project management, engineering and procurement management effectively harmonious and unified together. Using EPC mode at the same time can achieve the goal of engineering to speed up the progress, which is reducing the project risk. Because EPC before using in large engineering projects to achieve the short cycle, low cost, which was widely promoted in the field of engineering. Thesis studies the EPC mode purchasing management activities in the railway engineering project management. Research points based on the present Chinese government vigorously promote the construction of railway engineering project background. Methods combining the background analysis, literature review and analysis of specific cases at home and abroad. Research conclusion for our traditional procurement management mode of the project has a certain reference and significance. First, this paper mainly introduces the railway engineering project procurement management research background and the necessity of the need to embed the EPC mode. Mainly review the recent major domestic and foreign scholars on the issue of research results, this paper builds the content framework and the main research methods. Second, mainly introduced the EPC project procurement management model at present stage, respectively from the definition of EPC and evolution development, advantages and characteristics, etc. In addition, mainly analyzes the purchasing management mode of EPC mode, first discusses the importance of EPC procurement management mode of implementation. Secondly, the characteristics of EPC procurement management mode selection, at last, the analysis of the monitoring in the process of EPC procurement process. Third, this paper expounds the EPC mode of railway engineering project procurement management present situation and problem analysis. First of all, this paper discusses the procedure of railway engineering construction in China. Second, analyzing the status quo of the current railway engineering construction in our country and the current situation of purchasing management activities. Finally, respectively, from procurement, procurement costs, procurement efficiency, capital utilization management existence of loopholes, the material quality control and supplier cooperation, which discuss the current problems in purchasing management of railway engineering. Fourth, specific analysis of the EPC mode construction of railway engineering project procurement management mode. Respectively from the railway engineering projects and project procurement management and distribution management, railway engineering and railway engineering project supervision and management of the project settlement management four aspects to build the project procurement management mode. Fifth, the case analysis. Based on iron in the research and implementation of specific activities of purchasing management in the construction of railway engineering project as an example. Analyzed the procurement project overview, the research discusses the iron project procurement principles. At the same time discussing the procurement of iron the research range, content and package. Finally it is concluded that the research conclusion of this article.
