中文摘要:随着中国经济社会的飞速发展,现代信息技术已经渗透到生产、生活的各个领域,公务员信息素养直接关系到国家信息化发展的战略,所以,对公务员的信息素养的关注, 既是顺应信息社会时代发展的必然, 更是提高国家公共服务能力、执政能力与效能的途径。为此,本研究分析验证了公务员信息素养的影响因素以及和工作绩效的关系,以期找到提升公务员信息素养的有效途径,为信息化政府建设与发展提供参考。本研究以天津市河西区公务员为研究对象,以调查问卷的方式收集数据,共发出320份问卷,收回320份,有效问卷290为份,有效率为90.62%,所得样本数据使用SPSS20.0进行统计分析。基于数据统计与实证分析结果,得出如下结论: 1、公务员信息环境状况较为完善,公务员群体所处的工作及家庭环境,在硬件、软件以及电子政务平台建设方面都非常完善,同时,在信息资源获取途径研究中发现公务员群体更多倾向使用简单的搜索引擎去查询资料和信息,使用数据库的比例较低,另外,仅有40%的公务员群体有机会参加培训,更多是通过自学提高自身的能力。 2、公务员信息素养各层面与整体表现良好,其中信息道德层面表现最佳,其次为信息意识层面,第三为信息能力层面,第四为信息知识层面。 3、个人背景和信息环境状况会对公务员信息素养产生影响,不同个人背景的公务员表现在信息环境状况上也有所不同,年龄较轻、学历较高、工作年限适中、职级不高且在机关、有信息类相关专业背景、有兴趣、文化理解认同的公务员信息环境状况较佳;表现在信息素养上也有所不同,在个人背景考察的九个方面中只有性别在信息素养各层面及整体上没有差异,年龄、职务级别、学历、工作年限、单位性质、专业教育背景、兴趣和文化理解八个方面均在某些层面或整体上存在显著差异。不同信息环境状况的公务员其信息素养也有所不同,信息环境状况较佳的公务员其信息素养水平较高。 4、信息素养与工作绩效之间是显著正相关关系,信息素养的四个维度和工作绩效的两个维度的相关系数均达到显著性水平,即信息意识、信息知识、信息能力、信息道德对任务绩效和关系绩效均产生显著的正向作用。 5、公务员普遍认为参加相关培训有助于信息素养的提升。在公务员个人背景、信息环境状况、信息素养和工作绩效的关系模型的基础上,根据上述得出的研究结论,提出了建设性的建议、本研究的局限及研究展望。 
英文摘要:With the rapid development of economic and social of China , the modern information technology has already permeated in production and living fields, information literacy of civil servants is directly related to the development strategy of national informatization, therefore, the attention to information literacy of civil servants is not only conform to the era of information society development inevitable, but also improve the country's public service ability and the ruling ability and performance. Therefore, the influence factors of the information literacy of civil service is verified as well as the relationship with working performance in this study, in order to find the effective ways to improve the information literacy of civil servants, provide reference for government informatization construction and development. Conducted statistical analysis by SPSS 20.0 ,this study investigated the civil servants from Hexi District, Tianjin, a total of 325 questionnaires were sent out and 320 returned,290 questionnaires were usable and the effective rate was 90.62%. Based on the quantitative analysis, the major findings of this study are summarized as follows: 1. Information environment of civil servants is perfect, the environment in work and family of civil servants is perfect in the aspect of hardware,software and e- government affairs platform construction, at the same time, the found is that using search engines than using the database to query data and information of civil servant, in addition, only 40% civil servants have the opportunity of training, self-study is the perfect access to improve their ability. 2. Different levels and the overall of information literacy of civil service is good, the best performing is information moral level, the second is information consciousness, the third is information ability level, the fourth is information knowledge level. 3. Personal background and information environment will have an impact on the information literacy of civil servants.The information environment of civil servants is different because of the different of personal background, the information environment of civil servants who is younger, moderate time of work,rank low,has higher education, ,the information or related professional background, interests, cultural understanding identity and working in agency is better.The information literacy is different because of the difference of personal background, there are some difference in ifferent levels or overall of the information literacy of age, position level, education, working years, unit properties, professional education background, interests, and cultural understanding besides sex. The information literacy is different because of the difference of information environment, the information literacy of civil servants isbetter because of the better information environment. 4. Information literacy has a significant positive relationship with working performance, the four dimensions of information literacy has a significant positive relationship with the two dimensions of working performance.Namely, information consciousness, information knowledge, information ability and information ethics have a significant positive effect on task performance and relationship performance. 5. Civil servants generally believed that participating in related training is helpful to improve information literacy. On the basis of verified the model of relationship between personal background, information environment, information literacy and working performance and the above research conclusion, this study proposed some constructive inspiration and analyzed the limitations of the study and the future research prospects.
