中文摘要：	“边疆万里数字文化长廊”建设作为文化信息资源共享工程“十二五”规划的重点项目开展以来，突破了以往按照行政区划设点的局限以及现有固定服务模式，强化了边疆地区特色资源采集与整合，对于进一步巩固我国国防建设、丰富地方公共文化服务体系产生了积极而深远的影响。然而，我国是一个边海防大国，与20多个国家接壤、海域相邻或相向，海疆地区特有的条件与限制决定了覆盖海疆地区的“边疆万里数字文化长廊”应该具有鲜明的海疆特色。随着国家海洋战略日渐明晰，现代公共文化服务体系如何支持与服务国家海洋战略，在陆疆已取得试点经验的基础之上，针对海疆地区自身特色，构建具有海疆特色的“边疆万里数字文化长廊”，即“海疆数字文化长廊”已成为亟待解决的重要议题。基于上述背景，本文选择“军地共建海疆数字文化长廊的策略研究——现代公共文化服务体系的拓展与延伸”为题展开研究。本文综合运用了文献分析法、实证研究法、比较分析法、实证与规范相结合等研究方法对依托现代文化服务体系军地共建海疆文化长廊这一主题进行研究和探讨。本文首先对相关文献进行了回顾，梳理了关于现代公共文化服务体系的概念与内涵界定的相关文献，并分别基于供给和需求两个视角对现代公共文化服务体系的发展研究进行了归纳和梳理；其次，分别从海疆数字文化长廊的提出与建设意义、现代服务文化服务体系建设、依托现代公共文化服务体系的海疆数字文化长廊、军地共建海疆数字文化长廊的必要性四个方面分析了海疆数字文化长廊的建设；第三，分别从供给和需求两个方面分析了当前军地共建海疆数字文化长廊的发展现状，在此基础之上从参与主体存以及实施过程两个方面提出了当前军地共建海疆数字文化长廊出现的问题；第四，基于军地共建数字文化长廊过程中的存在相关问题，分别从实施策略与具体措施两个层面给出相应对策；最后是总结和展望。
英文摘要：	The carry out of the "Miles Frontier Digital Cultural Corridor" as the key project of the cultural information resources sharing project, which broke out the previous administrative divisions in accordance with the limitations set as well as the existing fixed service model, has strengthened the acquisition and integration of border areas resources and had a positive and profound impact on the consolidation of the national defense construction and the perfection of the local public cultural service system. However, as China is a big country of broader border of coastal defense and with more than 20 countries bordering the waters adjacent or opposite, so the waters endemic conditions and limitations determine that the areas covered by the "Miles Frontier Digital Cultural Corridor" should have distinctive characteristics. With the national maritime strategy increasingly clear, how to make use of the modern public cultural service system to support and service the national maritime strategy is of great significance. The paper proposes to construct a “digital culture Miles corridor of sea frontier as a complement of the "Miles Frontier Digital Cultural Corridor" on the basis of the modern public service system. This paper comprehensive uses literature analysis, empirical research, comparative analysis, empirical and normative research methods for combining cultural service system based on modern military build waters cultural corridor study and discussion of this topic.
