| 中文摘要: | 当今社会是信息化社会,信息技术应用于社会发展的各个行业、各个层面,作为国家行政机关,大力推行信息化建设,提升电子政务水平,是提高政府工作效率、强化服务水平的必由之路。电子政务建设是一项复杂而庞大的系统工程,行政单位很难完全依靠自己的力量进行电子政务系统的开发、维护和运营,均面临着电子政务建设能力不足的问题,为解决此问题,一个简洁有效的途径就是借助外力,通过开展电子政务工程外包来推进行政单位信息化的快速发展。目前的电子政务工程外包中经常会遇到各种工作实际问题,如:承包方甄选困难,如何规避合同风险;项目协调不力,不能进行有效沟通;项目人力资源使用不合理等。由此我们可以看到,在外包过程中,要注重应用管理的方法和艺术,依靠工程管理、项目管理的基本思想和理论,建立一个规范化的外包流程,进而确保项目管理的有效实施,从根本上解决电子政务项目外包过程中的重点问题。本文梳理了外包、工程管理的基础概念和相关理论,介绍了我国电子政务外包和工商机关电子政务外包的发展、研究现状。站在业主的角度,分析业主如何参与电子政务外包工程中的采购管理、沟通管理和人力资源管理,并针对这三方面容易发生的问题提出了相应的解决、控制办法。在此基础上以河西工商楼宇数据软件项目外包管理为实例,详细介绍了项目的建设背景、建设内容、内外部环境、建设流程、外包管理等情况,并具体进行案例分析:从项目采购管理的角度研究了如何订立外包合同,规避外包风险;从项目沟通管理的角度研究了如何建立项目利益相关者的有效沟通;从项目人力资源管理的角度研究了如何挖掘项目参与者的人力资源,增强其工作的主动性和积极性。作者希望能通过针对河西工商楼宇数据软件项目外包管理的研究,为行政单位电子政务外包流程的规范提供一定的参考。 | |
| 英文摘要: | The current e-government project outsourcing process often encounter various project management problems, such as: the existence risk in the bidding process and the contract signing problems; The project coordination is poor, they can’t communi -cate effectively and use the project human resources irrationally so on. From these we can see that in the outsourcing process we should pay attention to the method and application of management, and rely on the basic idea and theory of engineering management and project management. We should establish a standardized outsourcing process ,in order to ensure the effective implementation of project management and solve the problems of e-government project outsourcing process fundamentally. This paper summarizes the basic concepts and development history of e-government outsourcing and the theory of project management; it analyses the development and outsourcing model of our country E-government; the key research from the project in the theory of purchasing management, communication management, human resource management. In the end, I proposed the corresponding measures according to the three problems. On the basis of HeXi administration of industrial and commercial buildings data software outsourcing project management as an example, the paper introduces detailly the project construction background, the content, the internal and external environment, organization and management of construction process, the specific case analysis. It study on how to conclude the outsourcing contract, avoid the risk of outsourcing from point of purchase management; and study on how to establish an effective channel of stakeholders in the project; from the perspective of human resource management on how to mining project participants of the human resource and how to enhance initiative and enthusiasm for their work. The authors hope that through the research for the HeXi administration of industrial and commercial bureau building data software outsourcing project management to provide the certain reference for the administrative units of e-government out sourcing process specification. | |
