中文摘要:近年来,利用大力参与国内大规模铁路建设的时机,中国铁路企业已形成了以高速铁路设计、基建、装备和安全标准为龙头的完整体系,初步具备了开拓国际市场以取得更大的成功的能力。同时随着"一带一路"国家战略的提出,以高铁为龙头的中国铁路又迎来了一个快速"走出去"的战略窗口期,这对于在国内铁路基建行业中属于佼佼者的中铁建十八局来说,也是一个千载难逢的国际进入期。但是我们也应该认识到,中国基建企业走出去的战略面临着重重风险,稍有不慎就会给企业发展带来毁灭性后果。 本文将以"一带一路"国家战略为背景,运用企业国际化、战略管理、工程项目管理、风险管控等方面的基本理论,通过对中铁建十八局国际进入的条件、国际进入的区域和目标进行分析,找出国际进入中过程控制的关键点,并通过案例分析,对国际进入中的风险识别与控制提出具体建议。希望本研究不仅对铁路企业,也对其他相关企业和组织的国际化思维和经营管理实践有所借鉴和促进。 
英文摘要:In recent years, by heavily involved in the domestic opportunity of the large scale of railway construction, China's railway companies have formed an excellent complete system including the high-speed railway design, infrastructure, equipment and safety standards, and preliminarily obtained the ability to explore the international market and achieve greater success. Along with the national "One Belt And One Road" strategy proposed, China's railway companies whose main product is high-speed railway have ushered in another period of rapid international development. For the leader of the domestic infrastructure industries -- CR18G (short for China Railway 18 Bureau Group CO., LTD.),this is also a golden international opportunity. However, we should be keenly aware that the international strategy of China's infrastructure companies faces numerous risks, and the slightest mistake would bring devastating consequences. Taking the national "One Belt And One Road" strategy as background, and using the basic theory such as corporation internationalization theory, strategic management theory, project management theory, and risk control theory, this paper analyzes CR18G's internationalization condition, internationalization area and internationalization target, and discovers the key points for its internationalization process control. Through case study, this paper puts forward specific recommendations for risk identification and control in the internationalization process. I hope this research will make reference and promotion to the international thinking and management practice not only for railway companies, as well as other relevant enterprises.
