| 中文摘要: | 本文以中石油天然气管道局西气东输项目为研究对象,在对工程项目管理沟通理论进行系统梳理后,比较并发现了中石油天然气项目现行沟通模式和沿用的传统科层制与一般管理沟通理念的不足,在实地调研了中石油天然气管道局西气东输项目现行沟通模式和对于基本沟通主体员工进行问卷调查与实际往来函件调查之后,研究发现:中石油天然气西气东输管道项目现行主要沟通模式为职能部门主导的科层制沟通,工程开展制主导的站点制沟通,以及文件指令制主导的传达式沟通,带有浓重的官僚企业管理色彩;而在进一步的员工调查问卷中发现中石油天然气西气东输项目的沟通实际问题属因指向了现行沟通模式的不完善之处。在此基础上,本文根据现代项目管理沟通的新理论和西气东输项目实践调研提出了CPP西气东输项目沟通效率提升构建方向:由企业科层制沟通理念转变为现代工程项目管理为基础的项目管理沟通理念,优化和完善现有基本沟通模式,适当提高工程项目开展的沟通模式比重,完善项目经理负责制的微观项目沟通体系;最后,还要建立现代工程项目沟通中的信息专属,噪音去除和风险防范等保障机制。最终,使得使大型组织项目管理沟通服务于工程项目的总体流程和绩效,以此来提高工程项目管理沟通的效率。本文的研究结论显示,大型国企在开展工程项目管理时沿用了企业部门制和科层制管理沟通理念,忽视了工程项目管理沟通的工程进度的独特性。科层制沟通,站点制沟通的不完善,和文献指令制沟通的单一化是造成中石油天然气管道局第六工程公司西气东输项目沟通问题的主要根源,而围绕工程项目进程提高部门之间的沟通灵活度,优化站点制沟通的方式,提升项目经理负责制的微观沟通主体的权责,以及最终提高信息化沟通的使用频率将有助于解决中石油天然气管道局第六工程公司西气东输项目沟通问题,依照现代工程项目管理的独特性优化以往的管理沟通模式是解决大型组织项目管理沟通问题的关键。 | |
| 英文摘要: | This paper takes the West-East natural gas transmission project of China Petroleum Pipeline Bureau as the research object. After the systematic study on the theory of engineering project management and communication, the paper compares and finds the lack of the current communication mode, the current traditional bureaucracy and general management communication concept in China National Petroleum Corporation’s natural gas project. It fails to well combine the overall process and unique of modern engineering project to develop communication mode. After indeed investigating the current communication mode and surveying basic communication subject staffs with the questionnaire and actual correspondence in the West-East natural gas transmission project of China Petroleum Pipeline Bureau, the paper finds that: in the West-East natural gas transmission project of China Petroleum Pipeline Bureau, the current main communication modes are the bureaucracy communication lead by the functional departments, the station communication lead by the development of engineering, and transactional communication lead by the system of file and instruction, which are filled with strong bureaucratic color of enterprise management; and in further surveying, the paper finds the real reason of these problems points to the imperfections of the current communication mode the West-East natural gas transmission project of China Petroleum Pipeline Bureau. On the basis of the new theory of international engineering project management and the research on the West-East natural gas transmission project of China Petroleum Pipeline Bureau, the paper proposes the way to improve the efficiency of the West-East natural gas transmission project of China Petroleum Pipeline Bureau: the bureaucracy communication idea of the enterprise basic management and functional departments is transformed to the engineering project communication idea based on modern engineering project management for optimizing and improving the existing basic communication mode, appropriately increasing the proportion of the communication mode, and perfecting the micro communication system of project manager responsibility system; finally, it needs to establish safeguard mechanisms of exclusive information, noise removal and risk prevention in the communication of the modern engineering project. Eventually, it makes the management and communication of large organization project service to the overall process and performance of engineering project for improving the efficiency of engineering project management and communication. The conclusion of this paper shows that large state-owned enterprises follow the management and communication idea of enterprise departmental system, bureaucracy, and the management function idea of servicing to of enterprise management in engineering project management, but they neglect the uniqueness of project progress in the management and communication. The imperfection of bureaucracy communication and station communication, and the simplification of literature and instruction communication are the main causes of communication problems in the West-East natural gas transmission project of the Sixth Engineering Company, China Petroleum Pipeline Bureau. Surrounding the project process to improve the communication flexibility between departments, optimize the communication mode of site system, enhance the rights and liabilities of micro communication main for project manager responsibility system, and ultimately improve the operating frequency of informatization communication, will help to solve the communication problems in the West-East natural gas transmission project of China Petroleum Pipeline Bureau Sixth Engineering Company, improve the communication efficiency of the project, and also benefit to the overall process of the project. According to the uniqueness of the modern project management optimizing previous management and communication mode is the key of solving management and communication problems in large-scale organizational project. | |
