中文摘要: | 中小学图书馆是学校文献信息中心,是为学校教育教学和教育科研活动开展提供服务的机构。实践证明,推行服务标准化对提高中小学图书馆整体服务质量效果显著。随着我国基础教育改革和教育信息化的同时推进,当前制约我国中小学图书馆发展的主要因素已经从建设条件落后转向服务价值迷失,加强中小学图书馆服务标准化研究有着理论和实践上的实际价值。 本研究包括四部分:一是考察影响我国中学图书馆服务标准制定的相关因素;二是分析我国中学图书馆服务标准内容主要涉及方面;三是考察影响我国中学图书馆服务标准实施的主要因素;四是了解我国推行中学图书馆服务标准实施的效果预期。在此基础上,本研究对我国中学图书馆服务标准化实施策略进行了探讨。 在以实证的方式对天津市若干中学图书馆从业人员和相关专家调查之后,本研究发现:(1)在中学图书馆服务标准化问题上,中学图书馆专业组织被寄予很高期望;(2)服务标准制定应该充分征求学校图书馆工作人员和读者群体的意见,体现学校、图书馆、图书馆工作人员以及读者群体的利益;(3)中学图书馆服务标准应该重点突出对图书馆环境建设、信息化程度、资源经费、图书馆工作人员的教育与培训、馆员素质读者研究等方面的规范性指导;(4)简单明确和可操作的实施指南对服务标准的落实具有重要价值;(5)标准实施的关键在于政府职能部门的推动。 本研究通过相关分析认为:我国中学图书馆服务标准化的基本条件已经具备,政策环境正在逐步改善,抓住有力时机推行中学图书馆服务标准化对推动我国素质教育改革和中小学图书馆工作开展有着理论和实践价值。 | |
英文摘要: | School libraries are media recourse centers of primary, secondary and high schools, which serve the learning and teaching process, and educational science research. Practice has proved that implementation of standardized services has effect on improving the overall quality of service of School libraries obviously. In recent years, with the implementation of?the reform of the basic education, the informatization of basic education?is developing. The main factors restricting the development of primary and secondary school libraries have been behind the steering services value lost from the construction conditions. Service standardization has theoretical and practical value of School library work. The research involves four contents: first, investigate factors affecting our service standards for middle school library; second, analysis the contents of the service standards; third, examine the main factors affecting the implementation of service standards; fourth, predict the effect of the implementation of service standards.On this basis, the research discusses the implementation strategy of service standards. After the empirical study of several school library professionals and experts in Tianjin, researcher finds that: (1) on the issue of service standardization for middle school library, the professional organizations for school libraryareare are placed high expectations;(2) in this work, the opinions of the school、school library、library staff and readers should be reflected;(3) the content of standard should cover library environment、degree of information、resources &funding、education and training for library staff、librarian quality and readers research,etc;(4)implementation guide is important;(5)the support of the government's functional departments is the key factor. The research suggests that: the basic conditions for service standardization of middle school library have standardized now and developing our middle school library service standards is feasible. | |
