中文摘要:工程总承包 (EPC) 模式由于其自身优势近年来在国内得到了高速发展,在化工、石化、市政等工程中得到广泛采用。国内的设计院也纷纷转型为工程公司,并以工程总承包商的身份承揽国内外项目。对于工程总承包项目而言,由于项目实施过程的复杂性、动态性和长期性,工程变更会不可避免发生。工程变更管理的成败,决定着项目能否顺利实施。本文在归纳总结前人研究成果的基础上,分析工程变更产生的的原因、工程变更的分类、工程变更和合同变更、索赔之间的区别,以及工程变更对工程项目的影响和工程变更管理存在的问题。本文理论与实际相结合,以天辰工程总承包的润滑油项目为例,站在工程总承包商的角度,介绍了建设单位变更、总承包变更和施工变更管理过程中常见问题,介绍了工程变更管理程序和实施步骤,给出符合工程特点的工程变更形式。本文研究的目的,是通过对工程变更管理过程的研究,探讨工程变更提高管理水平和管理效率的方案,明确变更过程应该是使成本、质量和进度在变更管理过程中达到最佳平衡点。同时,通过对天辰公司润滑油项目两个典型变更案例的总结,力图提高工程公司变更管理水平,并为类似项目提供参考。本文的创新点在于分析了工程项目中变更原因不同的三种工程变更管理管理思路,分析变更管理的实施程序和变更形式,以及变更管理过程中风险点和规避方法。重点强调了变更管理的重点在于合同双方工作范围界定和费用计算原则,做到变更事前控制、过程控制及现场签证控制。 
英文摘要:The EPC contract method was great developed in the Contracting Market; it was widly used in Chemical, petrochemical and municipal projects. Many Design Institutes was pushed to transfer into EPC Contractor under the pressure of competition in contracting market in and out of China. Project Changes often occur due to the inherent complexity and unpredictable dynamics of project Construction. Changes have significant influence on the price and duration of contracts. Change management is also one of the most important parts of project since it decides the Project can gain profit or not. Base on summing up the previous sturdy of Change management, this article studies the cause of Change, the class of Change management, and the different between project Change and contract, and the different between project Change and claim, the frequently problems in the course of Change management. This article persists in combining theory and practice, illustrated by the example of the TCC’s lubricant project on, on the point of the general contractor. This article introduces Change management prodecure and feasible implementation scheme. The object of this article is to develop the method to improve the Change management skill and to increase the efficiency of Change works, is to make it clear that the target of Change management is to pursues the balance of factor of the Cost, the Schedule and the Quality, Also, it gives a sample for project on risk control through sturdy the risk control case in TCC’s lubricant project. The innovation of this paper shows three kinds of engineering Change management ideas that due to different reason. And analyse the Change management implementation and the Change form.Including the risk and circumvention methods during the Change management process. The key of Change management is to define the Change work scope between Onwer and EPC,attach great importance tothe prior control,process control and the site visa control.
