中文摘要：	综合服务型烟农专业合作社（以下简称“综合社”）作为一种新兴且由烟农发起的组织，其独特性对于整个烟草行业发展非常必要，在现代化烟草农业建设的发展路途中也扮演着重要角色。 山东省综合社的成功经验是值得其他农民合作组织学习的，是有助于我国实现农业现代化建设目标的；其存在的新问题是制约山东省烟草农业现代化的重要因素之一，也是我国实现农业现代化建设中切实存在的问题。因此对综合社的成功经验的总结及发展战略研究有助于山东省实现烟草农业现代化，也有助于我国农业现代化的建设和发展。 本文首先对这篇论文的研究背景和研究问题进行描述，提出研究综合社发展战略的意义和目的；接下来进行企业战略和综合社相关理论的回顾，为本文后面的发展战略建议提供理论基础；通过对部分山东省综合社的调研和案例研究，总结出其成功经验及对我国农业现代化建设的意义，如规范组建、有效管理、实效运营等方面，同时总结出其存在的不足；再通过一些分析工具对其经营环境的分析，了解企业的内外部环境；基于以上的分析，提出山东省综合社的发展战略建议，建议在以战略联盟为核心，通过拓宽筹融资渠道开展多元化经营，以此来实现综合社的发展并提高其自身的盈利能力及造血功能等，并针对现在存在的一些问题提出关于提高风险防范管理能力与人才引进及保留策略等；最后对本文进行了总结。
英文摘要：	The Integrated Service-oriented Tobacco Farmer Cooperative with unique features, as an emerging organizational form of tobacco production initiated by tobacco growers, is vital to the development of tobacco industry and plays an important role in the promotion of tobacco agricultural modernization. The successful experiences of the Integrated Service-oriented Tobacco Farmer Cooperatives in Shandong Province are worthy to be learned by other farmer cooperative organizations and are also conducive for China to achieve the goals of agricultural modernization.However, the existence of several new problems is one of the important factors that restricts the modernization of tobacco agriculture in Shandong Province and also a real problem in the construction of agricultural modernization in our country. Therefore, the summaries of the successful experiences and studies of the development strategies of the tobacco farmer cooperatives are helpful for the realization of modern tobacco agriculture in Shandong Province, and it can also be conducive to the construction and development of China's agricultural modernization. First of all, this thesis starts with the description of the background and the theme of the research, and also focuses on the significance and the purpose of this study. The second section reviews the related theories of enterprise strategies and comprehensive socials, which provides the theoretical basis for later recommendations. Based on the survey and cases study of the comprehensive socials in Shandong Province, the third section sums up its successful experiences and the significance for agricultural modernization in our country, such as the normative formation, the effective management and the effective operation, then summarizes the shortcomings. The fourth section analyzes its operating environment through the PEST analysis tool, the five models of industry analysis and SWOT analysis. Based on the analysis above, the fifth section puts forward suggestions with regard to the development strategies of the tobacco comprehensive socials in Shandong Province that the development of the tobacco comprehensive socials and the improvement of its profitability and hematopoietic function should be achieved through strategic alliance as the core and the widening of the channels to carry out multiplex management and several strategies on the improvement of the risk, prevention?mechanism and talent introduction are also put forward. At last, a comprehensive summary is given at the end of this thesis.
