中文摘要：	我国的造价咨询行业先天不足、基础薄弱，无论从实践还是理论整体处于全面落后状态，如何使我国造价咨询行业快速发展、迎头赶上，打造造价咨询企业的竞争力，形成核心竞争力，使整个造价行业保持快速、健康、可持续发展，成为一个急需面对及解决的问题。 本文通过对造价咨询企业的业务、特点并结合我单位中核工程经济所的实际，对核心竞争力的内涵、构成要素进行分析，初步探讨中核工程经济所核心竞争力的形成和培养途径，为中核工程经济所下一步可持续发展指明方向，不断提高中核工程经济所的核心竞争力。 论文首先对国内外工程造价咨询行业的发展现状进行论述，对核心竞争力进行辨析和界定，对本文研究将要用到的SWOT分析等相关理论、方法进行了梳理和阐述；其次，通过对造价咨询企业的业务、特点并结合我单位中核工程经济所的实际，研究了不同业务类别、行业类别的发展趋势；通过对中核工程经济所外部环境的机遇分析、危险分析、内部环境的优势及劣势分析形成中核工程经济所SWOT分析归纳表；进而深入研究，提出了中核工程经济所工程造价咨询价值链优化、中核工程经济所工程造价咨询核心竞争力的培育方向、资源配置及领导组织文化保障等一系列策略和研究成果，为其他造价咨询企业提高核心竞争力提供了参考。
英文摘要：	Our cost consulting industry deficiencies and weak infrastructure, keeping both from practical and theory behind the state as a whole in a comprehensive.How to make our rapid development of cost consulting industry to catch up, to create competitive of the cost consulting enterprises, forming the core competitiveness,to keep the cost of the whole industry rapid, healthy and sustainable development, that become a much-needed face and solve problems. This paper intends to pass on the cost of the business consulting firm, combined with the actual characteristics of my unit Engineering Design of Economic Research, the connotation of core competence and constituent elements were analyzed. To explore the core competitiveness of the Engineering Design of Economic Research, indicate the direction nextway of sustainable development, and continuously improve the core competitiveness of the economy. Firstly, the status of the development of domestic and international engineering cost consulting industry are discussed, the core competitiveness of discrimination and define combing research will use to theories such as SWOT analysis and the methods described herein.Secondly, through the cost of the business consulting firm characteristics my unit works in conjunction with the actual design of Economic Research, the research and development trends in the different classes of business, industry sectors. Then through SWOT analysis of the external environment, the opportunities for economic analysis, hazard analysis and internal environment analysis of the advantages and disadvantages .To form the SWOT analysis model results of the Engineering Design of Economic.So construct cost consulting different stages of the value chain analysis, research core competitiveness cultivation ways and means to propose specific strategies and initiatives engineering economic research design development, improve the core for other cost consulting enterprise competitiveness reference.
