中文摘要：	本文针对项目采购管理过程中存在的问题，重点研究供热企业在供应链环境下的项目采购管理，将理论与JARD公司的项目采购管理现状相结合，力求得到一个符合供热工程特点且能有效提高企业项目采购管理水平的研究成果。本文论述了项目采购管理的理论和过程，结合供应链环境下的项目采购管理所处的地位及其特点，首先介绍JARD公司概况，并结合供热公司的工程特点，提出针对物资项目采购的需求。指出供热公司在项目采购方面存在的问题，分析其中的原因，提出改进的目标；其次针对JARD公司物资项目采购流程优化与重点环节管理进行研究。优化组织结构，梳理物资项目采购相关流程；针对供热工程的物流、仓储与项目采购模式特点，研究物资项目采购管理制度，包括现场管理、仓库管理、物资调剂管理等；对于物资项目采购中涉及的价格及质量两个重点环节进行研究；最后研究JARD公司物资项目采购的供应商管理，定位企业与供应商的关系，对供应商进行分类，指出供应商选择中存在的问题，确定供应商选择的程序，建立供应商管理及评价体系。本文研究的结论，对JARD公司物资项目采购的组织结构、物资供应部岗位职责的重新规划，使物资项目采购各相关环节得到了重新整合，对物资项目采购流程的进行了梳理和优化，强化了物资项目采购各环节之间的严密性和协调性。以制度研究为物资项目采购业务组织行为提供了管控基础，对JARD公司物资项目采购供应商管理的研究，从企业与供应商的关系、供应商的分类、供应商的选择及评价等方面入手，为企业构造了相对完善的供应商管理体系，引导出了供应商促进企业发展的潜在能力。
英文摘要：	Aimed at the problems in the process of purchasing and supply management, this paper focuses on the heating enterprise purchasing management under supply chain environment. The theory combines theory with JARD company's procurement management status, and makes every effort to get a result in accordance with the heating engineering characteristics and being able to effectively improve the level of enterprise purchasing management research. This paper discusses the theory and the progress of purchasing management. With the combination of purchasing management in supply chain environment status and its characteristic, I first introduce JARD company profile and put forward the procurement requirements, combined with the engineering characteristics of heating company,. I also point out the purchasing problems in the heating company, analyze the reasons and put forward improvement goals. Secondly, aimed at the optimization of JARD company material purchasing process and the management research of key links, such as optimizing the organizational structure, combing related processes of the procurement for logistics, warehousing and purchasing mode characteristics of heating engineering, studying the procurement management system, including on-site management, warehouse management, material dispensing management, etc. The price and quality of the materials involved in the purchasing are two key links to be studied. Finally I concentrate on the supplier management research of JARD company material purchasing ,positioning business relationships with suppliers, classifying suppliers, pointing out the problems existing in the supplier selection, determining the supplier selection procedures, setting up the suppliers’ management and evaluation system. In conclusion, through the renewed organization of the materials purchased at JARD company and the new planning of the responsibilities in the material suppliers, I get reconsolidation in related links of the material purchasing, generalize and optimize the procurements of the purchasing process and also strengthen the coordination among the material purchasing rigors. I provide control for the managements of organizational purchasing behavior. During the study of JARD company material purchasing suppliers’ management, I create a relatively perfect supplier management system from the business relationship with suppliers, supplier classification, supplier selection and evaluation and other aspects, leading the suppliers to promote enterprise development potentials.
