中文摘要:本文针对项目范围管理过程中存在的问题,重点研究供热企业的信息化模式对范围管理的影响,以及在信息化项目实施过程中,如何更有效地收集、分析、梳理甲方的需求,定义项目的范围,在业务流程多变的情况下,如何有效管理及控制范围的变更,从而提高信息化项目的成功率。本文结合范围管理的理论和过程,首先讨论供热企业信息化模式对项目范围管理的影响。提出信息化管理模式存在的问题:企业管理水平问题、组织结构问题、合作双方职责问题、业务部门和信息部门关系问题、信息系统整合问题,并针对这些问题进行研究;提出信息化实施模式选择问题,讨论实施模式与范围管理的关系,总结针对供热企业信息化实施模式的类型,并针对企业的实际情况研究实施模式的选择方法。其次针对范围的计划与定义过程,结合理论和实际经验,指出范围计划与定义过程中存在的问题:范围管理流程问题、范围管理计划及定义问题、需求确定问题、甲乙双方职责问题,给出范围计划与定义的方法,重点说明需求与范围的关系,梳理需求的流程,介绍可行的范围计划与定义的主要方法及工具。再次针对范围的确认与变更过程,指出范围确认与变更过程中存在的问题:范围确认问题、范围变更流程问题、变更流程中职责问题,介绍范围确认的方法,范围变更的原因,梳理范围变更控制流程及变更中的应注意的事项。最后结合供热企业实际情况进行案例分析,介绍供热企业情况,信息化项目建设现状,信息化总体架构及各个信息化系统,结合前文的研究内容,针对具体的地理信息系统项目给出范围管理建议。本文研究的创新点,在于从项目范围管理的角度去研究供热企业的信息化项目,研究项目范围管理对企业信息化项目能否成功的影响。分析企业信息化管理模式和实施模式对确定项目范围和项目最终成败的关系、存在的问题及方法研究,分析范围管理的五大过程中存在的问题,重点研究企业需求与项目范围的关系,确定梳理需求、控制变更的流程。 
英文摘要:This paper is aiming at the problems in the process of the project scope management, focuses on the scope of management on the heating enterprise information model of the impact, define the scope of the project,in the process of informatization project implementation, and how to more effectively collect, analyse, and comb the demand of party a, and how to change the business process, how to change the effective management and control, so as to improve the success rate of the informationization project. Based on the theory and process of scope management, I first discuss the effect of heating enterprise information model to the project scope management. Then I put forward the problems existing in the information management modes: such as enterprise management level, the organizational structure and the responsibilities of the partners, business department and information department relationship problems, information system integration problems. and I focus on my research in view of these questions and informatization implementation pattern choice questions , discuss the implementation and the pattern of scope management relations, and last summarize in view of the heating enterprise informationization implementation model types, and study the actual situation of enterprises to implement the model selection method. Next, to the scope of the plan and defined process, I combine theory and practical experience, and point out the scope of plan and define the problems in the process of scope management process, such as scope management plan and defining problems and demanding to determine problem, responsibilities between party a and party b. The scope of methods of planning and defining are given, based on demand and scope, the relationship between carding process requirements. feasible plans are introduced and the scope of the main methods and tools are defined. Again for the scope of the confirmation and the change process, I point out the scope of confirmation and the problems existing in the process of change: range confirmation problems, change process and the responsibilities of the change in the process, which is introduced to confirm the scope of the method, scope changes, combing the scope change control process and change the items that should be paid attention to. Finally, in combination with the practical situation of heat-supply enterprise case analysis, I introduce the heating enterprise, informatization project construction situation, informatization overall architecture and various information systems, combined with the above research contents, geographic information system for the specific project scope management advice. What is Innovative about the research is that the paper is to study the perspective of the project scope management and the impact on the heating enterprise informatization project, the research scope of the project management of enterprise information project success. Through the analysis of enterprise information management model and implementation model to determine the scope of the project and the success or failure of the final project, I put forward the answers to the existing problems and method research, analyse the scope management of five problems that exist in the process, key research enterprise requirements and scope of the project, so the relationship between carding demand, change control process is determined.
