中文摘要：	从21世纪初开始，中国进入了城市化的高速发展时期，这一战略无疑对促进中国经济发展和社会进步产生重大的现实意义。2005年底，天津市确立了 “三镇两村”作为示范小城镇建设的试点，试图探索推进城乡一体化的道路和途径。东丽区华明镇是示范小城镇之一。华明镇在示范小城镇的建设中，坚持了“一切依靠农民，一切为了农民”的工作方针，做到公开透明，让农民参与，充分走群众路线。实现了五个做到：（1）农民支持率达到95%以上；（2）土地增减挂钩均在项目区内操作；（3）村庄建设用地复垦率达到100%；（4）新的小城镇入住率达到90%以上；（5）建设资金达到项目自我平衡。华明示范镇建设已经在全国形成了示范效应。该效应可以表述为：“土地置换”实现“两个平衡”；“三区联动”破解转型难题；“三改一化”完成最终变革。所谓“宅基地换房”办法，即农民自愿以其宅基地，按照相应标准，换取小城镇内的住宅，迁入小城镇居住。原村庄建设用地进行复耕，而节约下来的土地整合后再“招”、“拍”、“挂”出售，用土地收益弥补小城镇建设资金缺口。所谓“三区联动”，是指以小城镇建设为载体，实现农民向城镇集中，农村工业向园区集中，农业向设施农业园区集中的联动效应。通过“三区联动”，既实现了土地的集约利用，又提升了农村居民的居住条件，还同时解决了农村居民离土之后的就业问题。所谓三改一化，是指通过农村居民户籍向城市居民户籍的制度转变，农村的村委会向城市居委会的制度转变，以及农村集体经济组织向更加规范的股份制企业的改变等进一步实现天津的城市化进程。要在示范小城镇基础上完全地实现城镇化，加快开展“三改一化”是当务之急，也是必由之路。论文从天津华明镇的案例出发，对十多年来以示范小城镇建设为主要模式的城市化道路进行回顾和总结，对其战略意义及示范效应进行深入探讨和总结，从而形成对天津乃至中国“十三五”以后的城市化进程的有益借鉴。
英文摘要：	Since the beginning of the 21st century, China has entered a rapid development period of urbanization,which has a practical significance on promoting China's economic development and social progress . At the end of 2005, Tianjin established "Three villages, two towns" as demonstration small towns, trying to explore ways to promote the integration of urban and rural, Huaming town is one of these towns. In the construction for demonstration small town, Huaming town insist in the work principle of "depend on farmers, work for farmers", farmers fully participate in the decision. They have made all these goals done: (1) the farmers approval rating are higher than 95% ;(2) land increase or decrease hook are all performed in project;(3) the village construction land reclamation rate have reached 100%;(4) new occupancy rate reached more than 90%;(5) construction fund projects balance themselves. Huaming Town has formed national demonstration effect. This effect can be expressed as: land exchange have reached two balance; Three districts have cracked the transformation problem; Transformation and urbanization have reached in the end.1, Land exchange rooms means, according to corresponding standards,farmers can exchange for houses in the town with their land, living in small towns. The original village construction land will be replanted, the land saved behind will be consolidated and saled, funding for towns construction with land income gaps. 2,Three districts refers to residential district in town, industrial parks, and facility agricultural parks. With these three districts developed together, Huaming town has got intensive utilization of land, improved the rural residents' living conditions, and solved the employment problem for rural residents.3, Transformation and urbanization. Transformation involves rural residents household register to the household registration system transformation, urban residents of rural village to the institutional change of urban residents' committees, as well as the rural collective economic organizations to more formal joint-stock enterprise change, greatly accelerating the urbanization process .To completely implement urbanization based on demonstration small towns , Huaming take the transformation and urbanization as the top priority, which is also necessary. This thesis starts from the case of Tianjin Huaming town, by reviewing and concluding it’s demonstration small town mode in more than ten years, we discuss and summarize the strategic significance and demonstration effect, hoping to provide helpful experiences for Tianjin and China’s urbanization in the Thirteen Five-Year development.
