中文摘要：	摘 要 2008年以来世界经济前景低迷，复苏的不稳定性、不确定性上升，由于受到宏观经济环境的影响，国内火电行业亏损严重，装机增速持续偏低，发电企业基建投资意愿不足，火电投资总体规模持续减少，市场竞争持续激烈，火电建设市场开始极度萎缩，这给火电施工企业带来了严峻的考验。如何提高自身的竞争能力，如何更好的提高管理效率，充分发挥企业资源优势，做精项目管理，减少投入，是电力施工企业亟待解决的问题。 本文主要采用文献分析法、实地调研法、个案研究法、描述性研究法等，对天津电力建设公司的项目管理现状进行了全面分析研究，运用项目管理和项目群管理的相关基础理论，通过分析国内外有关文献和研究成果，深入分析了项目群的关系，多项目中的资源配置，项目群的时间管理、安全管理等，结合天津电力建设公司火电事业部的管理，对火电事业部项目群管理进行了分析，提出了构建基于项目群管理的电子商务物资采购平台和人力资源配置举措，以新疆项目群管理为例进行研究论证。 本文研究提出进行火电施工项目群管理物资采购及人力资源配置的建议和策略，有助于促进天津电力建设公司火电施工项目管理，从而达到提高企业资源配置，提高项目管理能力，达到利润最大化的目的。 关键词：天津电建；火电事业部；项目群管理；人力资源配置；物资采购
