中文摘要：	研究生奖助学金改革作为提高研究生培养质量的重要保障之一，从2007年开始小规模实行，逐步发展到2009年部署院校推广。2014年国家下发了若干文件，要求各个高校在实行研究生收费制度的同时，建立健全研究生多元奖助学金体系。高质量的研究生奖助学金方案的实施，可以吸引优秀生源，激励研究生学习、科研的积极性，提高研究生培养质量，从而提升学校的影响力和综合实力，因此高校对项目的质量尤为重视。然而，该项目具备一次性、过程性和制约性的特点，受多方面影响因素制约，涉及的利益相关者众多，按照传统工作流程设计的方案，未能充分满足利益相关者需求，急需运用现代项目管理理论对高校研究生奖助学金方案设计项目质量控制进行研究，创新管理实践。 本文将项目质量控制理论运用到该项目中，通过列举方案设计过程中影响项目质量的关键因素，探讨方案设计类项目工作流程、质量控制框架和质量控制方法，确保设计方案具备体系建立的合理性和体系运行的有效性，达到满足甚至超越项目利益相关者期望、提高方案设计质量的目的。并以TJ大学研究生奖助学金方案设计项目为例，对方案设计项目质量控制进行实证研究。 本文采用文献分析法、案例分析法和专家评估法等研究方法，首先，分析高校奖助学金方案设计项目的独特性、影响因素和存在问题，作为后续研究的基础；其次，采用质量驱动QFD设计方法，将需求转换为质量指标，依据国家文件，综合组织过程资产及国内同类院校设计方案标准,进而得到质量标准；然后，在试验性组织和测试中，利用需求跟踪矩阵、核检表及问卷调查反馈识别质量偏差，进行纠偏变更控制；最后，结合TJ大学研究生奖助学金方案设计项目就质量控制方法进行实证研究。 通过本文的研究，为TJ大学研究生奖助学金制度的实施提供有效的管理文件，对同类高校提高研究生奖助学金方案设计质量，具有一定的参考和借鉴意义，并提供一种基于现代项目管理思想的方案设计类项目质量控制的流程和方法，具有一定的借鉴和推广意义。
英文摘要：	Reform of postgraduate scholarships is one of the important approaches that guarantee improving the quality of graduate education. The reform started in 2007, and gradually spread to a lot of colleges and universities in 2009. In 2014, the country issued a number of documents, which request every graduate student pays for the education fee, and establish and improve the graduate student diversity scholarship system, at the same time. Through the implementation of the high quality graduate student scholarship project, university can attract good students, and motivate the enthusiasm of graduate student to study and research. It improves the quality of graduate education, and therefore raises the overall strength of the influence of the school. Hence, universities pay particular attention to the quality of project. However, the project has the characteristics of one-off, procedural and conditionality, which is affected by various factors, involving many stakeholders. According to the traditional workflow design scheme, it is failed to meet the demand of stakeholders. Thus, it is in need of using the modern project management theory in the university graduate student scholarship scheme design project, to study the quality control, innovative management practices. In this paper, the project quality control theory is applied to the project. Through listing the key factors that influence the project quality in the process of scheme design, we discuss design class project workflow framework, quality control and quality control methods, to ensure that the design has the rationality of the system and the effectiveness of the system, to meet or exceed expectations, improve the quality of the project design, project stakeholders. Using Tianjin University graduate scholarships program design project as an example, we research the design project of quality control. The project uses literature analysis, case analysis and expert advisory research methods. First, it analyzes the uniqueness of university scholarships scheme design project, influence factors and the existing problems, as the basis for further study. Second, using the quality driven design QFD method, it converts requirements into quality indicators. On the basis of national documents, comprehensive organizational process assets and similar domestic colleges and universities design standard, quality standard is obtained. Then, in the experimental group and the test, using the requirements traceability matrix, nuclear inspection table and questionnaire survey feedback, it identifies quality deviation and rectifies the change control. Finally, using graduate student grants program design in Tianjin University as a case, it researches the project quality control method. Through the study of this article, it provides effective management of documents for the implementation of the system of Tianjin University graduate scholarships. It also provides a reference for other colleges to improve the quality of graduate student scholarship scheme design. It provides a method of scheme design based on modern project management thoughts class project quality control processes and methods, which is valuable for reference and spread.
