中文摘要: | 项目进度控制是项目管理的一项关键内容和绩效考评指标。由于发电项目的专业化程度高、建设内容复杂、接口多等特点,如何在项目管理中有效控制进度,需要一套科学、完善并且具有较高实用性的工程项目管理方法体系来应对进度管理中出现的问题。发电工程进度控制的成功与否,一方面直接影响国家电网的运行安全和调度计划;另一方面也关系到投资方在工程竣工投入生产后的业务收入。工程越早投入商业运行,就可以越早收益。随着近几年五大发电集团管理改革的深化,投资方的管理者都把电力工程的进度管理摆在非常重要的位置,如何进行电力工程的进度控制,是管理者首先要考虑的问题。论文以项目进度管理理论为基础,以天津军粮城电厂五期扩建工程为研究对象,对如何应用关键链技术解决项目进度管理中的问题进行了探讨。论文分析了军粮城火力发电项目的独特性,针对军粮城火力发电项目进度计划与控制中存在的问题,在分析影响其项目计划与控制因素的基础上,构建了军粮城火力发电项目进度计划和控制模型。重点阐述了如何改进军粮城火力发电项目的进度计划和控制。通过对军粮城火力发电施工项目主要工作流程的分解,总结符合火电施工项目特点的进度控制程序、进度保证程序以及进度控制的措施。作者通过传统项目管理中常用的关键线路法进行分析,指出关键线路法中无法突破的瓶颈,进而提出了将关键链方法应用于电力建设项目,合理安排工程计划,完善工程管理中各个环节的薄弱问题,促进工程管理人员控制电力建设工程的进度。论文把项目进度管理理论运用到军粮城火力发电项目中,具有一定的应用创新价值。将关键链项目进度管理方法运用到项目的进度管理,即保证电厂建设工程按期高效的完成,又充分考虑到今后关键链技术在项目管理中推广、发展的需要,打破了传统的电力建设工程项目管理模式,实现人财物的集约化管理,为今后电力工程项目建设的进度控制提供了有力的支撑。论文研究对电力企业和相关企业实施项目的进度计划与控制管理具有一定的指导和参考价值。 | |
英文摘要: | Project progress control is a key point of project management and the performance evaluation index .As the specialized degree is high ,construction activities are complicated as well as more interfaces existed for the power generation project , and a set of scientific , perfect and high-practical engineering project management system is needed to know how to efficiently control the project progress and to deal with problems during the management . For the success of power generation project progress control , on one hand ,it directly affects the operation security and scheduling plan of the state grid ,on the other hand, is also related to the business income of the investors after project complication in production .The sooner projects putting into commercial operation ,the earlier it gains .With the deepening reform of the five power generation groups in recent years ,the investment managers always put the schedule management of power engineering into the important position ,while the problems how to carry out the power engineering progress control is what the managers will consider firstly . Based on the theory of the project schedule management , the thesis just took Junliangcheng (Tianjin)Power P lant Phase-V Expansion project as an example for the research ; it discussed how to apply critical chain method to solve the project progress problems during the management .It analysis the characteristics of the measures of thermal power construction project of Junliangcheng .As for the problems existing in the thermal power project progress control ,on the basis of the main progress analysis of the factors affecting its project schedule and control management , it forms a model . It emphasis how to improve the factors affecting its project schedule and control management . The critical path method is commonly used by the author through the traditional project management to analyze and point out the problems that are confused by the people in the critical path method, and then put forward the critical chain method is practically used in the electric power construction projects, meanwhile, to arrange proper project schedule and improve the bottleneck problems in all aspects during project management to push the progress of electric power construction project control by the engineering managers. Finally, the result is found through the management by critical path method and critical chain method and to be compared, the project progress management will be more perfect after setting up project buffer and time limit for a project will be saved for one month. In this thesis , the theory of the project schedule management is applied to the thermal power construction project , which has many practical breakthroughs . The critical chain project progress management method is applied to the progress, namely to ensure the electric power construction project is on schedule to complete efficiently, and fully considering the critical chain method for the needs of the promotion and development in the project management, meanwhile, to break the traditional mode of electric power in the project management, meanwhile, to break the traditional mode of electric power construction engineering project management as well as to realize the intensive management of people property, to provide strong support for the progress control of the future electric power engineering project construction. The thesis has a lot of guidance and reference to the project progress control and management of the power enterprises and related enterprises . | |
