中文摘要：	伴随着4G业务飞速发展，以及渠道格局的不断变革，LT公司加快了改革的步伐，积极引入并推广沃易购平台项目，以期借助B2B模式削减运营成本，提高终端管理水平。但作为一种新型终端运营模式，贯穿上线各个环节均存在不同程度的风险。作者目前在LT公司负责沃易购平台开发运营项目的推广与维护工作，对于该项目风险的管理研究有责任也有优势。本文首先结合项目管理、风险管理的研究现状、理论综述、通信业项目风险管理及其他行业B2B平台运营项目风险管控存在的问题进行分析；然后采用理论与实际相结合的方法，把“LT公司沃易购平台开发项目”定义为项目主体，运用风险管理识别技术，对LT公司沃易购平台开发项目识别的风险事件进行综合分析，划分为初期规划、中期实施、后期维系三个阶段逐个剖析；其次提出一种定性和定量相结合的损失期望值法，结合传统风险量化方法的模式，对沃易购平台项目各个环节风险点进行风险量化和估计，找出关键风险点，即政策风险、设计风险、工期超期、质量工艺下降、原材料成本增加等；再次运用组合应对策略和建立风险预警机制方法对项目进行风险应对和风险监控，从而达到减少项目的风险，从而引出建立沃易购平台运营项目属地化方案，以保证项目成功的目的；最后结合4G上市/渠道模式转型等，对LT公司沃易购平台今后发展，特别是自有渠道引入模式的探索指明方向。
英文摘要：	With the rapid development of 4 g, as well as the channel pattern change constantly, LT company accelerated the pace of reform, actively introduce and promote tesco platform project, in order to use B2B mode to reduce operating costs, improves the management level of the terminal. But as a new type of terminal operation mode, through on-line every link have different degrees of risk. The author in the LT company responsible for walter tesco platform operation promotion and maintenance of the project, to the project risk management research has the responsibility to also have an advantage.This thesis based on the research situation on project management/risk management/theory review/telecommunication industry project risk management, and other industry B2B platform operation of the project risk control analysis of existing problems; And then adopt the method of integrating theory with practice, the "LT walter tesco platform operation project" is defined as the project main body, apply risk management technology, walter tesco platform of LT company project to identify the risk events of comprehensive analysis, divided into the early planning/implementation of mid/late to maintain three stages by analyzing; Secondly puts forward a kind of combination of qualitative and quantitative method of expected value of loss, combined with the traditional quantitative methods of risk model, each link of walter tesco platform project risk points to the risk of quantitative and estimates, identify key risk point, namely the policy risk/risk/period extended process/quality/design the increasing cost of raw materials; Again by utilizing the method of combination strategy and risk early warning mechanism of project risk response and risk monitoring, so as to reduce the risk of the project, which lead to establish ShuDeHua tesco platform operation project, in order to make sure the success of the project purpose; Finally combining with 4 g listed/channel mode transformation, tesco platform for future development of LT company, especially its channels to introduce model to explore clear direction.
