中文摘要：	本文作者从项目建设方的角度出发，以嫩江里小区供热系统节能改造项目为案例，运用项目成本控制相关理论并结合项目建设方的实际情况，力求建立一套行之有效的居民小区供热系统节能改造项目成本控制体系。 本文的研究目的在于：作者结合自身多年的供热施工现场管理经验，对居民小区供热系统节能改造项目成本控制的特点进行了深刻地剖析，同时对影响项目成本控制的主要因素进行了系统地分析，并希望通过建立完善的项目成本控制支持系统以及采取有效的成本控制方法等途径，将项目成本控制在合理范围内，以便为今后此类项目的成本控制提供参照和依据。 本文作者充分利用网络资源和图书馆广泛地收集汇总资料，并结合项目实际情况特点，在独立思考的基础上，采用了文献研究方法、理论结合实际方法、案例研究方法对论文进行研究。 本文以居民小区供热系统节能改造项目成本控制作为研究对象，共分为七章。第一章绪论中明确了本文的研究背景和研究意义、研究目的和研究方法、研究内容及论文框架。第二章相关理论回顾描述了居民小区供热系统节能改造项目及其与投资成本的关系、项目成本控制的原则和内容以及程序和方法。第三章居民小区供热系统节能改造项目成本基准及控制框架介绍了居民小区供热系统节能改造项目成本控制的特点、居民小区供热系统节能改造项目的成本构成与成本基准以及项目主要成本的识别与项目成本的控制框架。第四章居民小区供热系统节能改造项目成本控制方法介绍了居民小区供热系统节能改造项目的成本检测及影响因素分析、项目成本的纠偏及变更控制。第五章居民小区供热系统节能改造项目成本控制支持系统分别对项目建设方成本控制组织支持系统、项目建设方成本控制信息支持系统及项目建设方与监理单位的成本控制沟通体系进行了描述。第六章嫩江里小区供热系统节能改造项目案例描述了嫩江里小区供热系统节能改造项目成本基准，并以记叙的形式讲述了成本控制方法以及成本控制支持系统如何在该项目实施过程中发挥作用。第七章结论明确了论文的研究成果，指出了论文中存在的不足，并展望了今后的研究方向。
英文摘要：	From the project construction unit perspective, the author wants take the energy-saving renovation project of heating system in Nenjiangli residential area for sample to build an effective system of the cost control of the energy-saving renovation project of heating system in residential area according to the theory of project cost control and reality of the project construction unit. The purpose of this thesis is to deeply analyze the property of the cost control of the energy-saving renovation project of heating system in residential area and the main influence factor of the cost control based on the author’s years of experience on the heating construction site, which hope to build a whole support system of project cost control and take the efficient cost control method to control the project cost in a reasonable range to provide the reference for the cost control of coming project. In this thesis, the author makes use of the resource from the network and the library, and also be combined with the reality of the project. The author uses the method of literature study, integrate theory with practice and case study to carry on the research by thinking independently. The object of this thesis is to research the cost of energy-saving renovation project of heating system in community, and it contains seven chapters. The first chapter is preface which defines the background and the meaning of the research, the purpose and method of the research, the content of the research and the frame of this thesis. The second chapter is the review of relevant theory which reviews the relationship between the energy-saving renovation project of heating system in community and its cost of investment, and the principle, content and the method of the project cost control. The third chapter is the cost standard and and construction of the energy-saving renovation project of heating system in community which analyzes and introduces the trait of cost control of the energy-saving renovation project of heating system in community, the cost composition of the energy-saving renovation project of heating system in community, how to identify the main cost, and the construction of the cost standard and control frame of the energy-saving renovation project of heating system in community. The fourth chapter is the cost control method of energy-saving of heating system in community renovation project which introduces the cost test, analysis of influence factor, cost revise and cost alteration. The fifth chapter is the cost control support system of energy-saving renovation project of heating system in community which introduces the structure of the cost control in project construction side, the information support system of project cost control and the communication system of the cost control between the project construction side and supervisor side. The sixth chapter is the sample of the cost control of energy-saving renovation project of heating system in Nenjiangli community which introduces the cost standard of energy-saving renovation project of heating system in Nenjiangli community, and introduces the method of the cost control and how the support system of cost control plays a role in the project implement process. The seventh chapter is the conclusion which indicates the research result and the shortage of this thesis, and also prospects the research direction in the future.
