中文摘要：	从项目作为一次性的活动来看，项目质量体现在由工作分解结构反映出的项目范围内所有的阶段、子项目、项目工作单元的质量所构成，也即项目的工作质量；从项目作为一项最终产品来看，项目质量体现在其性能或者使用价值上，也即项目的产品质量[程元军编著. 项目质量管理[M]. 机械工业出版社, 2007-2-1]。因此项目的工作质量和产品质量往往是企业投入资源建设后所追求的最终目标。用电信息采集系统是供电企业为了完成抄表工作而实施的一个项目，该系统是将用电客户使用的智能电表信息数据采集后，利用电力线传输到采集设备中，再通过信息传输网络发送到供电企业的营销管理部门，完成信息采集。采用远程用电信息采集技术，不仅能节约企业资源，更重要的是可以提高用电客户信息采集数据的准确性，为用户提供更优质的电能信息服务，为企业提供更准确的用户设备信息。本文通过对项目质量理论进行分析，剖析项目质量管理的构成要素，从质量技术、质量计划、质量保证、质量控制等方面对项目质量管理在实际生产项目应用中的作用进行了分解，从中找出直接影响项目产出物质量的因素。同时结合对CN供电公司用电信息采集系统在应用方面的质量管理现状和可提升方面进行了详细的分析，最终得到使该项目在实际应用方面提升和改进的理论依据和实践方法，具有较强的同行业推广效果。
英文摘要：	From the project as a one-time activity,the work breakdown structure reflects the quality of all the stages within the scope of the project, subproject, project work units which reflect the project quality,which is the quality of the work of the project.From the project as a final product,project quality is reflected in its performance or value in use,which is the project quality.Therefore, the work of the project quality and the quality of the product is often the target of enterprises to invest. Electricity information collection system is a project of power supply enterprises in order to complete the work and the implementation of the meter reading,after this system acquired the data of terminal user meter, through the communication technology to the management of data processing center.The use of remote electric energy data acquisition technology, not only can save manpower and resources, more important is to improve the accuracy of data collection,to provide electric energy information service for users, to provide users more accurate information for the enterprise equipment. Based on the theory of project quality analysis, analysis of the elements of the project quality management, from the quality and technology, quality plan, quality assurance,quality control and other aspects of the project quality management in the actual production application effect is analyzed, and find out the factors that directly affect the quality of the project outputs from the. At the same time, combined with the present situation of quality management of CN electric power company electricity informationremote collection system in the application and promotion are analyzed in detail, finally obtained the theoretical basis and practical method to make the project promotion andimprovement in the practical application, has the promotion effect of strong industry.
