中文摘要:EPC项目总承包模式自上世纪80年代在国际工程承包市场上兴起后,由于其在目标管理、风险控制等诸多方面的优点而被广泛采用,尤其在大型、复杂、技术难度高、工期要求紧的项目中,正成为一种国际通行的工程总承包模式。我国的化工行业工程建设市场在过去的10年中得到了高速发展,国内计划经济体制下的化工设计院也纷纷转型为工程公司并以EPC承包商的身份承揽国内、国际的总承包项目。对于海外EPC工程项目来说,设计、采购、施工、试车是工程项目的主要工作范围。而采购工作是项目工作的重要组成部分,采购工作的成败,决定着项目是否能够顺利进行。 本文在归纳总结前人研究成果的基础上,分析海外EPC工程项目的采购体系建立过程中的供应商管理以及采购流程和控制要点,阐述四种类型的供货商的管理方法,探讨成本控制、进度控制和质量控制在项目采购过程中的控制手段。同时,以天辰公司土耳其地下天然气储库项目为例,印证海外EPC项目采购体系建立方法。本文研究的目的,是通过对工程项目采购管理过程的研究,探讨工程项目采购提高管理水平和管理效率的方案,明确采购管理过程应该是使成本、质量和控制在采购工作过程中达到最佳平衡点。同时,通过对土耳其项目采购工作风险分析和规避方案的总结,力图提高工程公司采购管理水平,并为海外项目采购执行提供参考。 本文的创新点在于分析了工程项目中的四种供货商的不同的管理思路,分析海外采购过程中供货商选择的方案,与供货商的谈判技巧,以及分析海外项目采购执行过程中的风险点和规避方法。  
英文摘要:The EPC contract method was great developed in the Contracting Market since it appears in 1980’s, it was getting more and more popular in worldwide Contracting Market due to its advantage on the Target Management and Risk Control. The Chemical Industry contracting market was developing very fast in the past 10years in China. There are many Design Institutes were established under the planned economy times, these design institute was pushed to transfer into EPC Contractor under the pressure of competition in contracting market in and out of China. The Design, Procurement, Construction and Commissioning works are the major works in the EPC project in off-shore industry market. Among them, the Procurement is also one of the most important parts of project since it decides the Project can gain profit or not. Base on summing up the previous sturdy of Procurement, this article studies the procedure of procurement and key point of task control in EPC project; it studies the countermeasure on how to manage the Supplier when it was divided in four types; it studies the control method of Cost, Schedule and Quality. With studying the sample of Turkey Under-ground Gas Storage(UGS) Project of CHINA TIANCHEN ENGINEERING CORP. it summarize the application of the above study result. The object of this article is to develop the method to improve the Procurement management skill and to increase the efficiency of procurement works, is to make it clear that the target of procurement management is to pursues the balance of factor of the Cost, the Schedule and the Quality, Also, it gives a sample for oversea project on risk control through sturdy the risk control case in Turkey UGS project. The innovative-highlight of this article is to study the different strategy when managing the different vendors in four types, is to study the method to select the Supplier in oversea Project, is to suggest how to negotiate with the potential Supplier, is to summarized type of Risk in oversea Project and propose the Countermeasures to avoid these risks harms the Project.
