中文摘要：	政府作为社会信息的主要收集者和发布者，承担着为企业和社会公众提供管理、信息服务与审批办事服务的重要责任。对于开发区政府而言，企业是其服务的主要对象。随着信息技术的广泛应用与企业信息化的不断发展，信息化成为提高政府为企业服务（G2B）水平的重要技术手段。可以说，推进政府信息化，积极发展电子政务，已经成为一个不可逆转的世界潮流。事实上，电子政务已经被列入所有工业化国家的政治日程，在世界各国所积极倡导的“信息高速公路”的五个应用领域中，“电子政府”已被列为第一位，一场空前的政府信息化浪潮正席卷全球。而G2B电子政务建设的高速健康发展将成为政府管理者、IT专家和学者们面临的重要课题。 本文的研究对象是滨海新区G2B电子政务的构建。在描述国内外G2B电子政务环境、界定相关概念的基础上，对G2B电子政务涵盖的内容、重要思路、关键技术和体系框架进行详细阐述。针对滨海新区G2B电子政务建设，从考察政府的电子政务系统前后台建设状况、调研企业对G2B电子政务服务的满意度两方面入手，总体把握滨海新区G2B电子政务建设现状，找出建设过程中存在的问题并分析原因。最后，以顶层设计为总体的指导思想，对滨海新区G2B电子政务建设提出了详细的、可操作的规划方案，重点包括后台的“一站式”服务建设和前台的信息构建（IA）设计、内容管理。
英文摘要：	As the collector and publisher of social information, the government undertake the responsibility of management, information, government service for the public. To the government in the development zone, enterprises are the main service targets. With the development of technology and informationization in corporation, informationization has becoming the key measure to improve the G2B service. In other words, pushing forward the government informationization and E-government have become an unreversible world trend. In fact, E-government have already been listed in the political schedule for most industrial countries, and in the five application fields of “information high way” which many countries favors, E-government has already been listed as the first one. The wave of government informationization is sweeping in all over the world. Consequently, the smooth growth of the construction of the G2B E-government will become the main object for the government officers, IT experts and scholars. This article is mainly discussing the construction of G2B E-government of the Binhai development zone. Base on the description of domestic and international G2B E-government environment, defining relevant concepts, The paper will explain content, important thought, key technology and system frame that G2B E-government contain in detail. To the G2B E-government construction of Binhai development zone, This paper investigates main cover two areas: The state of Government E-government system platform construction and the enterprises’ satisfaction to G2B E-government service. Learn of current situation of the Binhai E-government construction overall, find out the problems that exist in constructing process, and analyze the reasons. Finally, taking top level design as guideline, The paper puts forward the detailed and operational program that can be used to construct the Binhai G2B E-government, the main points involve “one stop service” program of Backstage supporter, information architecture, content management of front desk.
