中文摘要：	随着信息技术的发展和广泛应用，各个企业、各个部门开始不断的建立和发展自身的信息化系统，但由于信息化系统的高投入、影响范围广、安全要求高等特点，使得信息化系统的建设具有很高的风险性。同时，在我国IT项目管理并没有引起足够的重视，一定程度上造成了人力、物力等资源的极大浪费，IT项目的失败率也很好，因此加强和完善IT项目的管理，尤其是风险管理，对信息化系统项目建设的成功率有着非常重要的意义。本文结合渤商所资金清算系统项目实施过程中存在的风险因素，通过研究发现：规划风险、硬件网络风险、需求分析风险、软件风险、实施风险、管理风险、集成风险、人力资源风险、应用维护风险、进度风险等十大风险是影响渤商所资金清算系统项目实施的关键风险因素。针对渤商所资金清算系统项目实施关键风险因素，通过对渤商所资金清算系统建设项目中风险管理的研究，研究国内外相关IT项目风险管理理论，并利用现代项目管理学理论，理论和实践相结合，对渤商所资金清算系统建设项目中存在的风险进行风险识别、风险评价、并提出合理的风险应对措施及风险管控方案，以保证项目能够按预期成功实施。本文分析和研究了国内外IT项目管理的相关理论和方法，介绍本文的研究目标和思路；其次结合渤商所资金清算系统项目，对本项目的特殊性进行了说明和阐述，对渤商所资金清算系统项目风险做了定性和定量相结合的分析；再次按照项目实施过程中的不同阶段，对风险进行了分类，并对每个阶段的风险进行评价；最后，根据渤商所资金清算系统项目的实际情况，制定了相应的风险应对措施，以此来降低风险发生的概率，从而保证项目达到预期目标。 关键词: IT项目管理；风险管理；风险识别；风险评价；风险应对
英文摘要：	Along with the development and widespread use of the information technology, various enterprises and sections begin to establish their own information system, however, the establishment of information system has considerable risks due to its high investment, extensive affect and safety requirements. Meanwhile, we have not paid enough attention to IT project management, which, to some extent, causes a horrible waste of human and material resource, as well as the high failure rate for the IT project. In this case, the strengthened and improved IT project management, especially the risk management, plays a significant role for successful establishment of IT project. This thesis focuses on various risk elements existing in the implementation of the fund clearing of Bohai Commodity Exchange (BOCE). We, after a serious of study, find that the following ten risks, e.g. planning risk, hardware and network risk, demand analysis risk, software risk, implementation risk, management risk, integration risk, human resource risk, application maintenance risk and schedule risk, are the key elements to affect the smooth implementation of BOCE’s fund clearing system.This thesis is designed especially trying to mitigate those key risk elements. On the basis of study to the risk management for establishment of BOCE’s fund clearing system and also to the related IT project risk management theories from foreign countries, and by taking use of modern project management theories and practices, we, in this thesis, identify and evaluate the risks existing in the establishment of BOCE’s fund clearing system, and put forward to reasonable solutions and control scheme to such risks, which may guarantee the successful implementation of the project in the future. In this thesis, we firstly analyze and study theories and methods related to IT project management from foreign countries and introduce the research object and idea; and secondly, focusing on BOCE’s fund clearing system project, we set forth the particularity of such project and make an analysis in nature and ration to the existing risks of such project; thirdly is the classification of these risks according to different phases of implementation of the project as well as a evaluation of risks in every phases; finally, according to the actual condition of BOCE’s fund clearing system project, we develop the solutions to mitigate these risk and guarantee the achievement of the objects.
