中文摘要:去年,习近平总书记在高层会议上重申中国的经济发展将进入新常态。近期,国际货币基金组织(IMF)将2015、2016年的全球增长率预期分别下调为3.5%和3.7%,全球将进入低于趋势增长的“新常态”。行业竞争开始马拉松式的长跑,所有企业都必须依靠战略引领、规范管理、创新能力等综合软实力在竞争中取胜。经济全球化的变化,使企业竞争更加激烈,形势更加复杂。民营企业在资源有限的情况下,深入发展机会的创造与获得,进一步做大做优,越来越多的依赖于团队整体能力的提升,越来越依赖于系统化、组合化的高瞻远瞩的战略顶层设计,越来越依赖于以制度化、流程化、规范化为基础的战略有效实施和执行。中西方文化的不同,使中西方企业在管理思维上有很大差异,由此导致中国很多企业的管理水平落后于西方企业。西方管理重视流程、规章、制度,其管理思维以规划与控制为主,以理性系统为主,辅以自然系统,强调“对事不对人”。中国的管理是从人出发的,以自然系统为主,理性系统为辅,重视“先管人再管事”。 中国的企业不会详细规定每个工作流程、工作细节。以自然系统为主势必导致依赖管理者个人的能力,形不成可传承的、可累积的、可复制的制度化、流程化、规范化的管理系统。本文借鉴战略地图和平衡记分卡理论,紧密结合民营企业的管理现状和多元化制造企业特点,识别出企业文化在战略实施过程中所发挥的战略支撑作用,把企业文化管理与方针目标管理、全流程优化进行有效结合,塑造与战略匹配的核心价值观和企业精神,选择与战略实现相匹配的实施工具――方针目标管理法,运用支持战略目标层层实现的落地工具――全流程优化,形成战略实施的组织保障和常态化运行系统,建立了助推战略实施落地的创新管理机制。通过初步建立起符合企业实际和一般规律的战略实施管理模式,形成了企业战略实施的管理系统和方法论,找到了企业面对复杂形势,参与全球市场竞争,实现可持续发展的路径和方法。 
英文摘要:Last year, President Xi Jinping restated that China economy would run into “a new normality” at a top meeting. Recently, The International Monetary Fund (IMF) revised the global growth expectations of 2015 and 2016 down to 3.5% and 3.7%. This reflects the global economy is coming into the “new normality” with lower increasing speed than ever estimated. Any enterprise who intend to win in the Marathon-like market competition must utilize means of comprehensive soft power, like strategy guiding, standardized management, innovation capability and so on. Economic globalization makes market competition more intensive and complicated. For private-owned enterprises with less resources comparing to state-owned enterprises, in order to create and grasp further opportunities to develop bigger and better, they need more and more rely on the improvement of team capability, the systematic and comprehensive top design for perspective strategy, and effective implementation of strategy on the bases of institutionalization, work streamline and standardization. The difference on enterprise managerial thought, which rooted in the different cultures between china and western world, makes management level of many chinese enterprises fall far behind that of western enterprises. Western management highlights streamline, regulation and standardization, its management thought focuses on plan and control, rational system predominant with natural system secondary, emphasizes on doing-job-well instead of improving personality. Chinese management, developed from human nature, regards natural system primary and rational system secondary. Its concept is ‘improving personality first, then can doing a good job’. Chinese enterprises do not intend to regulate work process and details. When natural system takes priority, management would certainly rely on leader’s personal power. As a result, a stable management system, composed of Regulations, work flows and standards, is hard to be set up. This thesis, referring to strategy map and balanced score card theory, closely combining private enterprise present management situation and diversified characteristics of a manufacturing company, recognized strategic support function of enterprise culture during strategy implementation. Combining enterprise culture management, guideline-target management and wholly work flow optimization effectively, the core value and enterprise spirit matching strategy was shaped. Choosing guideline-target as implementation tool, which matching strategy achievement, applying wholly work flow optimization as a support to strategy target achieving, formed organizational guarantee and general operation system for strategy implementation, thus, established innovative management mechanism that boost strategy operation. Established strategy implementation management mode in accordance with enterprise actual situation and of universal, a management system and methodology is worked out, which discovered a route and method to face complicated situation, take part in global market competition and ensure sustainable development.
