中文摘要：	作为改革开放三十多年现代化进程的缩影，快速推进的北京城乡一体化进程无疑彰显了当代中国无与伦比的发展活力。而在北京急速推进的城市化建设浪潮中，昌平区东小口镇的旧村改造工程称得上是一个典型的案例。该镇在征地拆迁中所面临的因利益主体多元化而在工程推进的不同阶段所出现的诸多问题十分具有代表性。本文通过实地访谈，并依据现有国内外研究，对改造工程中的关键当事人即东小口镇农户的利益诉求进行充分调研，并结合昌平区乃至整个北京所处的大环境对该镇当下所面临的问题进行详细分析。本文总结其中关键问题主要包括因补偿标准不合理而导致的利益冲突、征地拆迁程序公正严重缺失、农民作为市场主体的合法权益无法得到保护等。这些问题既有基本的法律问题，也有执行层面的问题，考虑到东小口镇身处我国行政基层序列，其相关部门在法律层面很难发挥足够的作用，因而论文在提出针对性对策建议时更多地集中于执行层面。首先从征地拆迁中的弱势群体出发，提出征地谈判中应尊重农民基本权利，确保公正平等。其次聚焦于补偿标准问题及收益分配机制，强调应提高农民在土地增值收益中的收益分配比例。而后论文从微观层次上升到产业发展层面，提出应该发展多元产业，并引入产业投资基金模式来解决融资问题，最终实现东小口镇同昌平区乃至整个北京市的产业联动。
英文摘要：	Urban-rural integration in Beijing as a epitome of the reform and opening up last over three decades in china,there is no doubt that it shows china’s incomparable wave of the dynamic.Dongxiaokou Town’s land acquisition and resettlement is a classic case of the current wave of urbanization in Beijing. However it has many problems in the developing process, ambush certain risk. These problems is representative as a result of diversification of multi-interest bodies. This paper,on the basis of documents research and interview on the spot, make one retrospective survey study to the farmers’ demand of benefit in local.And combined with the social background make a detailed analysis about the conflicts of interest between multi-interest body and procedure justice in land acquisition and resettlement and legitimate rights and interests of citizens and so on. There are some basic problems in juris prudence and the hard work of implementing massive and complicated changes.Dongxiaokou Town is the the grassroots of the bureaucratic ladder,so it has not enough power to change the law,then this paper focus the policy suggestions on operational level.For one thing,this paper from the vulnerable minority groups angle,point out respect fundamental civil of the farmers is the basic premise to solve the problem between crowds and local government in land acquisition and resettlement.For another thing, this article has made an overall analysis and deep discussions about compensative standard in the land compensation,and point out the famers should reap more revenue in the land increment income. In the end,this paper from the holistic perspective raise to diversify into different industries,and industrial investment fund mode would help to solve the problem of financing,then co-development of urban and rural industry between Dongxiaokou Town and Changping District and even the whole area of Beijing will be realized.
