中文摘要：	发展军转民技术是当今世界的潮流，充分释放军事科技的潜能，有效发挥军事科技的辐射带动作用，加强军转民高技术的开发与产业化发展，一直是世界发达国家军事、经济互相促进的重要战略选择，也是世界各国推进科技进步、增强综合国力的共同政策取向。我国也高度重视军转民工作并先后提出了一系列明确要求。航天一院成立于1957年，是中国航天发祥地，也是现今中国火箭及导弹的重要生产基地，所以航天一院军转民具有航天系统军转民的代表性，对航天一院军转民特征的研究分析，具有在航天系统推广的实践基础。本文结合实际特别分析了与航天有一定类似性的我国其他军工企业军转民的成功经验，再通过分析了航天一院自身技术、管理、生产等方面的特点并结合航天军转民历史，比对航天一院在军转民过程中所遇到的问题，得出航天一院军转民过程中最大的问题是军转民制度及机制尚需修正。本文在航天一院制度建设方案主要提出五个方面，分别是：通过成立军转民专项领导机构，建立专项领导小组并设立相应所级领导小组宏观指导军转民，抓好顶层设计与宏观决策领导；通过搭建信积极搭建军转民公共服务平台，加强信息交流和共享；通过军转民技术创新平台建设，形成民用技术自主创新力量；通过设计制度性资金支持方案支持和牵引成果转化；通过依托集团公司与地方政府的战略合作平台，大力推进军转民与地区经济深化融合发展。在此基础上，本文分析了航天一院与此制度相对机制建设问题，提出了三点解决方案：建立考核机制，强化军转民工作的推进力度；完善激励机制，激发单位和个人推进军转民的积极性与主动性；开展体制机制创新，为军转民创造良好条件。并通过分析航天一院下属航天材料所军转民情况，提出了通过确立考核机制、通过完善激励机制最终达到体制机制创新的目的。最后本文提出航天一院军转民的过程中会遇到更多的问题，应坚持理论与实践相结合，通过实践，经历市场洗礼，逐步调整思路，配合市场开拓创新，做到以市场为引领，加速航天一院军转民的速度及质量。
英文摘要：	The development of conversion technology is the trend of the world today, the full release of the military science and technology potential, effective radiation of military technology leading role, strengthen the military high technology development and industrialization development, has always been an important strategic choice for military, economic developed countries in the world and promote each other, common policy orientation is also the world promoting scientific and technological progress, strengthen the comprehensive national strength. China also attaches great importance to civilian work and has put forward a series of specific requirements. The CALT was founded in 1957, is the birthplace of China's space, is now China's important production base of rockets and missiles, so The CALT conversion with space system military representative, the study of The CALT conversion characteristics analysis; have on the practice of space systems to promote.In this paper, the actual special has a certain similarity with space of the successful experience of military aviation industry. Then by comparing the problem in the process of conversion, The CALT it is concluded that two of the biggest problems in the process of conversion is conversion system and the mechanism remains to be fixed. This basis, analyzes the two aspects such as its own technology, management, production and combining the characteristics of space military history: 1979 ~ 1992 flowers and mixed line: civil-military integration, discussed, military priority, the people raise the policy requires all military units to civilian industry development. Between 1993 and 1998 to adjust the structure of the military and civilian line according to the group company at the time "the separation, separation of the requirements of the development train of thought, emphasizes the civilian goods the independent.
