中文摘要：	由于全球化、自由化、市场限制解除、经济危机后时代的到来等趋势，已使得中国政府和企业所面对的宏观经济环境产生根本的转变。为解决我国高速发展过程中带来的资源过度消耗、环境生态破坏、大城市病等各类问题，中国政府提出了科学发展观的理念，希望通过科技和智力来驱动社会经济继续高速发展。各城市和工业园区也根据近年来新一代信息技术产业的发展，纷纷提出智慧城市或园区的规划和建设，希望借此机会来提示核心竞争力、优化环境和提高效率。据不完全统计，截止到2013年底，国内已有多数的城市提出在“十二五”期间将智慧化建设工作作为保增长、调结构、上水平的一项经济发展重要任务来抓，智慧城市建设渐入高潮。工业园区是一个区域发展经济的重要领域和支撑。自上世纪80年代改革开放以来，大多数的工业园区基本都完成了第一阶段工业园区开发、建设的任务，在产业竞争上同质化竞争的现象较为突出，仅靠传统的发展模式难以为继，迫切需要通过转型升级来实现可持续发展。因此，很多园区提出了智慧园区建设的设想或规划，希望以此来提升园区的核心竞争力，实现园区的可持续发展。天津逸仙科学工业园隶属于天津经济技术开发区，天津经济技术开发区是国家级开发区的领头羊，已连续16年蝉联商务部评选的最具竞争力国家级开发区之首。天津逸仙科学工业园国际有限公司是逸仙园区的管理公司，负责对外招商引资、企业服务以及日常的管理工作。逸仙园在经过了十八年时间的发展，第一阶段的开发建设已进入尾声。在目前可利用土地资源很少的前提下，结合京津一体化战略为导向，园区也适时地提出了科技转型的要求。作为天津经济技术开发区在武清的一块飞地，逸仙园主要是吸引国内外的各类投资，打造成为生产、办公、研发为一体的高科技企业聚集区，成为天津经济技术开发区在科技方面的典型代表。在科技转型的整体战略中，智慧转型是支持园区实现科技转型的一个重要内容。智慧型园区的建设，顺应了目前园区发展的需求，也为园区进一步发展拓展了空间。虽然目前国内工业园区开展智慧转型的有很多，但真正体现出内涵，建设有成效、成体系的，目前一个也没有。因此，如何在目前复杂多变的国内外经济形势下，利用科学、合理的资源投入来达到智慧化园区建设目的，进一步提示园区竞争能力，加快推动园区科技转型升级就成为了目前逸仙园需要研究的重要课题。本文在结构上，首先分析了选题的背景和意义、研究的方法以及内容，并且根据研究的需要回顾了有关的理论。之后利用PEST分析、SWOT分析等理论为基础，全面对逸仙园所处的宏观环境、行业竞争环境进行了分析。同时还对园区外部环境的机会和挑战，对园区内部环境的资源和能力进行了分析。后续根据这些分析对逸仙园的竞争优势、劣势进行分析和归纳，提出了逸仙园科技转型的定位和发展目标，从而利用SWOT分析明确了园区智慧转型战略的定位和目标，同时也为逸仙园智慧转型战略的实施提出了一些方法和建议。
英文摘要：	With the trend of globalization, liberalization，the breaking down of the market restrictions, the coming of the economic crisis after time, the economic environments that the government and enterprises face with have witnessed a fundamental shift. In order to solve the problems like resources consumption, environment pollution, city disease and so on ,China’s government made a point that make the technological innovation as the driving force to Promote the economy maintained steady and rapid development .during the urbanization, many cities start planning and constructing the intelligent community. They plan to use the new-generation information technology to improve the development environment of the cites. According to incomplete statistics, by the end of 2013, over half cities of China make intelligent community as the strategy to speed up the transformation of economic development during the 12th Five-Year Plan. It becomes a hot topic to construct intelligent community. Industrial park is an important form for the city to develop local industry and strengthen the economic power. It also is the effective carrier to strengthen the regional economic and transform the urban economy. As the industrial park develops during the past thirty years since the reform and opening up, it has accomplished the development of the fist stage and meets homogeneity competition and many other problems. The traditional development strategy is not able to be carried on. So the intelligent construction is urgently called for to realize the transformation to achieve the goal of sustainable development. Therefore many industrial parks raised a point of intelligent community construction, hope to improve the core competitiveness and realize the continuous development of the industrial park by the intelligent community construction. Tianjin Yat-Sen Scientific-Industrial Park is a part of TEDA。TEDA has been the leader of the national level development zones and ranked first as the most competitive national level development zone for 16 years which was elected by Commerce department. Tianjin Yat-Sen Scientific-Industrial Park International Company is the management company of Yat-Sen Scientific-Industrial Park. The management company of the industrial park is responsible for attracting foreign investment, enterprise services and routine management affairs. Thanks to the developments in the past 18 years, the first phrase of the construction and development of the industrial park is nearly coming to an end. But under the condition that the land stock is small, and the propose of the Beijing-Tianjin integration strategy, Tianjin Yat-Sen Scientific-Industrial Park began its intelligent community transformation. As an important area of TEDA, Tianjin Yat-Sen Scientific-Industrial Park aims to attract the investments from home and abroad, and become a science and technology enterprise zone which includes production, offices, R&D progress and become an model of TEDA in science. In the intelligent community transformation strategy, intelligent transformation plays an very important role to fulfill the goal of the transformation of science and technology. The construction of Intelligent park is not only comply with the development needs of the park, but also enlarge development potential to the park. Although there are many cities plan to build smart cities .None of them can reflect the contents and advantages of the smart city, so is intelligent community. Therefore, in the changeable and complex world, how to build intelligent community scientifically with the reasonable resource investment, and improve the competitive power to accelerate the transformation and upgrade of the park are the important issues of the Tianjin Yat-Sen Scientific-Industrial Park. This thesis starts with the analysis of the background and significance of the topic, the analysis of the research methods and contents and the review of some relative theories. At the second part, the writer analyzed the Macro environment and industry environment of Tianjin Yat-Sen Scientific-Industrial Park based on the theories of PEST analysis and Porter’s Five Forces Model. Meanwhile ,the thesis also includes the analysis of the resources and capacity of the enterprise’s internal environment ,on the basis of the chances and challenges that the enterprises faced. Then, according to the analysis about the advantages and disadvantages of Tianjin Yat-Sen Scientific-Industrial Park, the writer presented the positioning and development goals of the Park. In addition, according to the SWOT analysis, the writer proposed some suggestions for reasonable and continual development of Tianjin Yat-Sen Scientific-Industrial Park.
