中文摘要:目前,知识管理已成为学术界关注的焦点,在政府知识管理、隐性知识管理、知识共享等领域的研究也已经取得了一些进展,并形成了一定的理论体系,但对政府隐性知识共享的探讨却很少涉及,尚缺乏系统全面的研究。本文从知识管理理论的角度,对政府内部隐性知识共享的必要性和障碍因素进行了分析,进而提出政府隐性知识共享的策略,初步形成了能够指导政府隐性知识共享的理论体系,以期为政府组织进行隐性知识共享提供理论和实践参考。 本文对政府隐性知识共享的相关理论进行了综述,包括政府知识管理基本理论、隐性知识管理基本理论、知识共享基本理论等三部分,为政府隐性知识共享的研究提供了理论基础。 本文对政府隐性知识共享的必要性进行了分析,论述了政府隐性知识共享的意义和现状,指出了政府部门中隐性知识的分布,最后从交流与转化两个层面分析了政府隐性知识共享的过程。 本文从隐性知识自身特征、隐性知识主体的特征、隐性知识客体的特征、管理制度、组织结构、组织文化、技术设施等七个方面对政府隐性知识共享的障碍因素进行了系统分析。这是本文的核心之一,为下一步进行策略分析提供了依据。 本文从行政文化、组织结构、管理制度、信息技术等四个方面提出了政府隐性知识共享的策略,这是本文的重点。同时,对全文内容进行了总结,指出了本研究的不足及需要继续研究的问题。  
英文摘要:At present, knowledge management has become the focus of academia, and great progress has been made for the research on government knowledge management, tacit knowledge management and knowledge sharing. However, there is little attention on tacit knowledge sharing on general government level. This paper is aimed to analyze the importance and barrier of government tacit knowledge sharing, put forward the strategies, and then establish a basic frame of theoretical system for the research of government tacit knowledge sharing. It is hoped to offer guidelines for the practice. First, it makes a review of relevant theories in government tacit knowledge sharing. This part supplies a theoretic basis for the following research. Afterwards, this paper analyzes the importance and actuality, introduces the distribution of tacit knowledge in the government, and analyzes the process of tacit knowledge sharing in government on the levels of tacit knowledge communication and transformation. And then, this paper provides an analysis of the barriers from seven aspects, such as characteristics of tacit knowledge, character of tacit knowledge main body, character of Intangible-knowledge objects, management system, organization structure, organizational culture, technology system and so on. As a core of the research, this part provides a basis for strategy analysis. The following part is strategy analysis. This paper carries on the discussion from the four aspects as follows: administration culture, management system, organization structure, and technology system. It is the keystone of this research. Finally, it summarizes the full paper in the conclusion part, and the future study expectation is given.
