中文摘要:在经济全球化、科技日新月异的今天,高新技术产业成为主控产业竞争的重要支撑,高新技术产业人才作为产业发展中最重要的战略资源,成为国内外争相抢夺的高端稀缺资源。能否拥有较多的高新技术产业人才是衡量一个国家、一个城市和一个企业是否具有较强经济活力和较高技术发展水平,是否拥有核心竞争力乃至能否持续发展的重要标志。近年来,青岛市高新技术产业人才队伍建设取得了较好的成绩,对青岛的经济发展发挥了重要的拉动、支撑和辐射作用,本文通过对青岛市高新技术产业人才队伍建设发展现状的研究,分析存在的问题,在此基础上提出推进青岛市高新技术产业发展的对策措施,以期为国内其他城市高新技术产业人才队伍建设提供一定的参考借鉴价值。本文首先对高新技术产业和高新技术产业人才进行了概念界定和理论梳理,为本研究奠定必要的理论基础;其次在重塑高新技术产业人才内涵与特质提炼的基础上,通过对美国、日本、新加坡等国和上海、北京等国内示范效应基地高新技术产业人才队伍建设策略的研究,收集点状问题,提取共同之处,总结归纳高新技术产业人才队伍建设经验,对青岛市制定促进高新技术产业发展人才政策提供了借鉴;进而着重对青岛市高新技术产业发展和人才队伍建设现状及问题进行了分析探讨;最后,提出了推进青岛市高新技术产业人才队伍建设的指导原则与实施对策。本文采用文献分析和个案分析相结合的方法,力求实现理论探索和现实验证的有机结合,旨在促进青岛市高新技术产业人才队伍建设的不断发展,并为我国相关地区的高新技术产业人才队伍建设提供借鉴。 
英文摘要:Nowadays the economic globalization, science and technology are increasing rapidly. The high-tech industry has become the important support of industry competition. The high-tech industry talents as the most important strategic resources in the development of this industry, has become the scarce resources. If a country, a city or a company can have enough high-tech industry talents or not has become a important symbol of measure the core competitiveness. The construction of high-tech industrial talent team of Qingdao has done well in recent years, which has a great influence on economy. This article through the research on the construction of high-tech industrial talent team of Qingdao, analysis of the existing problems, then put forward the countermeasures to promote it, in order to provide useful suggestions for other cities. The basic content of this thesis is defining high-tech industry and its talents, in order to establish the theoretical basis. Based on this, focus on typical area such like American, Japan, Singapore, Shanghai and Beijing. Summarize the experience and find the enlightenment. This article analysis the current situation and problems of the construction of high-tech industrial talent team of Qingdao and put forward the countermeasures. This thesis uses the systems analysis and empirical analysis, to combine theoretical exploration and practical verification. In order to promote the development of the construction of high-tech industrial talent team of Qingdao. Provide the theoretical concepts and implementation methods for our country.
