中文摘要:我国磷复肥产业经过多年长足发展,已全面进入产能过剩、原材料资源紧缺、高成本微利激烈竞争时代,面临着全面调整的问题,磷肥企业要得以生存,必须调整企业发展战略,主动革新与企业发展要求不相适应的相关内部管理机制。 富瑞分公司经过短短10年的迅猛发展,已具有年产182万吨高浓度磷复肥生产能力,但是仅依靠规模经济优势已难以支撑企业持续发展,必须调整发展战略,变革生产经营管理机制,优化公司中层干部管理机制,不断激发中层干部队伍的活力,充分发挥好其在企业生产经营管理中的作用,对于实现企业转型升级发展既十分重要,也非常必要。 本文采用理论与实践相结合的方法,在对磷复肥企业发展面临的外部及内部环境进行分析的基础上,围绕企业中层干部管理“选、育、用、留、推”五个主要环节,运用激励相关理论和人力资源管理理论,结合富瑞分公司中层干部管理中多年沉淀下来的经验及做法,积极拓展思维,提出编制中层干部管理规划,明确企业中层干部管理的总体思路;将工作分析、个性特质理论等运用于建立中层干部管理分析、优化组合、轮岗、公推公选、后备干部推荐任用等制度,优化干部选拔任用机制;转变培训模式、完善培训教育激励机制,探索运用机制创新解决学以致用的问题;运用目标管理及KPI管理原理,优化关键绩效指标、改进考核评价机制,充分发挥绩效管理在干部管理中的牵引和推动作用。通过实施以上这一系列措施,为公司在实践转型升级发展、持续打造卓越的高浓度磷复肥生产制造能力中提供干部管理方面的有力支撑,同时,也为同类型企业中层干部管理提供借鉴。  
英文摘要:With the development of the phosphate compound fertilizer industry for many years in China, many problems appear,such as over-capacity of production, the shortage of raw material, fierce competition with high-cost and low-profit. When the phosphate fertilizer enterprises face with these serious problems, they should adjust strategy of company development; begin to reform and change the mechanism of internal management which is not fit with the requirement of the development. The past decade has witnessed a huge development of Furui subsidiary company. The annual output value of high concentrations of phosphate and compound fertilizer in Furui is 1820 kilo-tons, but it has no economic advantage of large-scale to the enterprise if they want to develop consistently. It is important and necessary for the enterprise to Optimization of middle-level cadres in order to realize the transformation of development. The author uses the method which combines theory with practice to write the thesis. This paper bases on the analysis of the external and internal environment which face with the phosphate fertilizer enterprises. The main contents of this paper is to run an enterprise by five parts:choosing, cultivating, appointing, keeping and pushing around the management of the middle-level cadre; apply the theory and experience of HRM(human resource management) and come up with a planning of the management of the middle-level cadre; build the institutions of the management analysis of the middle-level cadre, management team optimization, moving talent around, public selection and the recommendation of reserve cadres; change the mode of training and make it better and discover ideas of making study serving the practical purpose; observe the principle of management by objectives and Key Performance Indicator. The enterprise will fully speed up the transformation and upgrading of development by these measures
