中文摘要：	20世纪七、八十年代以来，随着信息通讯等高新技术的快速发展以及经济全球化进程的加快，全球产业结构发生了巨大的变化，第三产业在国民经济中比例越来越高。其中的一个明显特征就是服务业和服务贸易对一国经济增长的重要性大大提高。由于服务业和服务贸易代表了未来国际市场竞争的趋势，已日益成为影响各国或地区经济发展的重要力量，成为衡量一国或地区竞争力的一项重要标准。 近年来天津市服务业发展取得了长足的进步，为天津经济的迅速崛起做出了突出贡献。但是天津服务业发展依然存在诸多问题，例如天津服务业竞争力不强、结构不尽合理、服务业发展呈现地区间严重不平衡等问题。由于天津服务业的以上特点使得天津服务业的发展在我国各省市服务业发展中，具有相当的代表性，对天津服务业现状、问题和竞争力及影响因素的研究可以成为我国服务业研究的缩影和样本。因此，对天津服务业问题的研究，有着较为重要的理论价值和实践意义。 论文结合目前对服务业竞争力的研究成果，针对研究的目标，在获得天津市服务业统计数据的前提之下，构建了天津市服务业竞争力评价指标体系，根据得出的结论分析影响天津市服务业竞争力的各项因素，最后，针对如何提高目前天津市服务业的竞争力进行了探索和思考，在明确天津市服务业发展的战略目标和战略重点后，提出具体的战略措施，从政府和企业两个层面分别提出各自的战略措施和建议。
英文摘要：	Since the 1970s and 1980s, global industrial structure has been undergoing substantial changes with information technology developing rapidly and economic globalization deepening. The tertiary industry is taking a larger proportion in economy, and the service industry and service trade are of greater importance to economic growth. There is a trend on international market that future competition will be mainly in service industry and service trade. As an important measure of comprehensive competitiveness, a country/region's competitiveness in service industry and service trade is playing a very active role in economic development. Tianjin，of which service industry have made more progress in recent years，is one of developed cities in north of China and its service industry have made more distinct contribution to its economic development. However, there exist many problems in service industry of Tianjin，such as poor competitiveness in this area，irrational structure，serious inequity in the development of different areas and so on. These problems make the service industry of Tianjin have typical representation in service industry in China. Moreover, the research of present situation, problems, competitiveness and influential factors of service industry of Tianjin can be a miniature and sample of the research of the national service industry. Therefore，the research of service industry of Tianjin is of fruitful theoretical value and practical meanings. Based on the existing research results in the competitiveness of service industry and the statistics from Tianjin's service industry, this Thesis constructs an evaluation model for the competitiveness of Tianjin's service industry. By analyzing various elements that affect its competitiveness, this Thesis identifies the strategic development goals of Tianjin's service industry, its strategic focus, and strategic measures to promote its development. The measures and suggestions apply to three parties---- the government, the market and the enterprise.
