| 中文摘要: | 新时期的航天军工预研紧密围绕提高自主创新能力展开。人才是一切创新活动中最具创造力的驱动因素,其积极性和创造性的发挥是创新活动能否成功的关键。因而,在保持航天军工企业预研人才的稳定性基础上,最大限度地调动和发挥其积极性和主动性,促使预研人才整体创新能力的不断提升,对于我国航天军工企业的科学发展和我国国防科技事业的创新发展都具有重要而深远的意义。 本文适应新形势、新任务和跨越式发展对航天军工预研工作开展和预研人才的需要,以界定航天军工预研人才概念和选取激励理论为基础,以航天军工预研人才激励机制及其创新为研究方向,选取航天军工YC研究所为研究主体,研究分析了航天军工预研工作的特征、现状和YC研究所预研人才的现状、个性特征,针对YC研究所在预研人才激励机制中存在的问题及成因,创新性地对建立符合时代特征、航天特色、YC所特点的科学、有效、完善的航天军工企业预研人才激励机制进行了探索。本文提出在YC研究所建立一套新的多维度、立体化、多元化的预研人才激励机制,力求在薪酬、工作、发展、文化、心理五个层面,特别是在薪酬、工作和发展层面的针对性、有效性激励措施上有所创新,通过合理满足航天军工预研人才物质和精神需求,引导他们形成端正的工作动机,最大限度地调动预研人才的主动性和积极性,激发他们的创新潜能、工作干劲和热情,并提出了航天军工预研人才激励机制创新高效运行的重要保障对策,希望对我国航天军工企业人才工作实践有所借鉴与帮助,为推动我国国防现代化建设和航天事业的全面、协调、可持续发展,把我国真正建设成为世界航天强国,有力地促进民族科技创新和科技进步,发挥出重要的积极促进作用。 | |
| 英文摘要: | Aerospace military industry pre-research in the new era is closely around improving independent innovation capability. Talent is the most creative driving force of all innovation activities and their enthusiasm and creativity is the key to the success of innovation activities. Therefore, on the basis of maintaining the stability of the aerospace industry pre-research personnel, we should mobilize them and give full play to their enthusiasm and initiative, so as to improve their overall innovation capability. This has important and far-reaching significance to the scientific development of China’s aerospace military companies and the innovation of China's national defense science and technology. This paper adapts to the requirements of new situation, new mission and leap-forward development on aerospace military pre-research and pre-research personnel. It selects pre-research personnel as its research object and pre-research personnel incentives and innovation as its research orientation. On the basis of defining the concept of aerospace military pre-research personnel and system selected incentive theory, it chooses aerospace military YC institute as the main subject of study, studying and analyzing the characteristics and current situation of aerospace military pre-research work, as well as the current situation and features of YC institute pre-research personnel. Based on the problems in its incentive mechanism and the causes, the paper makes innovative explorations on building a scientific, effective and comprehensive aerospace military pre-research personnel incentive mechanism that suits the features of the era, characteristics of aerospace industry and YC institute pre-research personnel. This paper proposes to establish a new set of multi-dimensional and diversified pre-research personnel incentive mechanism in YC institute, trying to make innovations in the targeted effective incentive measures in the level of remuneration, work, development, culture and psychology, especially in remuneration, work and development. By meeting the reasonable material and spiritual needs of pre-research personnel, it will lead them to form a correct work motivation and to make the most of their initiatives, stimulate their creative potential and working enthusiasm. It also puts forward important guarantee measures to ensure high efficiency of the incentive mechanism, which might be helpful to the practical work of China’s aerospace military pre-research personnel, and play an important role in promoting the comprehensive, coordinated and sustainable development of China's national defense modernization and aerospace industry. It will make China a real world space power and promote the innovation and progress national science and technology. | |
