| 中文摘要: | 载人运载火箭系统及其研制非常复杂,具有极高的风险。随着载人运载火箭产品更新换代的速度加快、新技术不断应用,以及新任务要求,对载人运载火箭产品质量保证工作提出了很高要求。国际航天非常关注载人运载火箭质量保证工作,美国、欧洲以及其他国家的航天界均在质量保证工作方面开展了深入的研究和广泛的实践。 在新形势下,载人运载火箭确保质量、确保成功、确保交付的压力非常巨大。因此,我们必须有一套科学适用、合理可行的型号研制程序,建立起完善的质量保证体系,在规定的研制周期内,在研制经费有限的前提下,确保研制过程和发射试验一次成功。 本文结合我国载人运载火箭研制特点,根据多年工作实践,在研究分析我国航天系统质量保证的建立与发展,目前的管理模式及特点的基础上,从组织结构体系、研制流程体系、基础保证体系三个方面提出了载人运载火箭全寿命周期的质量保证体系;从质量计划和成本体系、控制方法体系、质量文化体系三个方面阐述了载人运载火箭质量保证建设方法。 组织结构体系通过设置必要的组织机构,明确相互关系和职责,规定工作程序,促使质量保证活动能有效、协调、经济地运行;研制流程体系按照型号研制流程,明确了各阶段质量保证活动的要点;基础保证体系提出通过质量保证策划和管理体系建设,促进和完善产品保证管理;质量计划和成本体系提出了载人运载火箭质量计划和成本的控制流程和方法;控制方法体系探索了解决研制质量控制的一些特有方法,并通过实践证明了这些特有方法的可操作性。质量文化体系将质量文化作为质量保证的有机组成部分,在质量保证过程中发挥着重要作用。 本研究将国外航天产品保证与中国航天五十年的质量管理经验相结合,为载人运载火箭全寿命周期研制提供了全方位的质量保证能力,对其科研生产质量管理管理活动具有重大的现实意义和指导作用。 | |
| 英文摘要: | The manned launch vehicle and its development process are rather complicated and full of risk. With the rapid upgrading and renewing of new products, the application of new technology and the requirements of new tasks, higher requirements for the quality assurance of manned launch vehicle are provided. The international space industry pays great emphasis to the quality assurance of manned launch vehicle. U.S. European country and other countries have already carried out intensive study and widely practice. Under the new trend, the pressure to ensure quality, succeed and delivery is very great. Thus, a set of scientific and applicable model development flow is required. An improved quality assurance system should be established which can ensure the process of development and the flight test success in the first time. According to the development features of Chinese manned launch vehicle and the working experiences, this thesis analyze the establishment and development of our quality assurance of space system, and provide life-cycle quality assurance management system from organizational structure, development flow and basic guarantee based on the management mode and its features. The establishment method of quality assurance of manned launch vehicle is discussed from quality planning and cost control, control method system, quality cultural system. Through the establishment of certain organization, the organizational structure system defines roles and builds relationships between organizations, sets working procedures, promote efficiently, coordinated, economically operation. Through model development flow, the development flow system defines the key points of quality assurance of each development stage. The basic guarantee system proposes the idea to promote and improve production assurance management through quality assurance planning and management system. The quality planning and cost system proposes the control flow and method of planning and cost of manned launch vehicle. Control method system explores some specific methods of development quality control, and proves the operability of the method through practice. Quality cultural system takes the quality culture as an important part of quality assurance, and plays a significant role in the management process. This study provides a comprehensive quality assurance capability for life-cycle development by combining the experience of aerospace quality assurance both in China and abroad, which has great theoretical value and practical significance on the quality management of development process. | |
