中文摘要:随着3G、4G等移动宽带技术发展及智能终端的普及,移动互联网得以迅猛发展,微信、米聊等OTT业务大行其道,因其免费、便捷以及功能多元化的特点对电信运营商传统语音业务以及短信、彩信等传统数据业务逐步起到替代性作用,使得电信运营商业务发展面临巨大的挑战,电信运营商不得不加快其创新与转型的步伐,以适应时代变革与发展的趋势。 A公司移动事业部是面向电信行业提供软件、服务与系统解决方案的提供商,传统数据业务平台系统软件与服务是其主营业务之一;受到微信等OTT业务的冲击,电信运营商在传统数据业务平台系统的建设及运维方面的投入缩减,使得A公司移动事业部的主营业务受到严重的影响,整体业绩严重下滑,事业部的生存与发展面临巨大的危机。本文细致阐述了A公司移动事业部业务发展的现状并提出业务发展面临的主要问题,带着这些问题,从外部环境入手,对移动互联网发展现状、电信运营商及其软件与服务提供商的业务发展机遇与挑战、以及行业竞争对手等情况进行重点分析,之后,对A公司移动事业部在电信行业领域的业务积累、内部资源等内部环境进行分析,并通过以上分析利用SWOT矩阵总结并提出可供选择的事业部业务发展战略。最后,结合A公司的总体战略方针,提出移动事业部层面聚焦核心客户、聚焦核心业务、卓越运营管理的业务发展战略,并在组织结构、人力资源、市场销售、软件研发、部门文化及制度流程方面给出具体的实施保障措施。以A公司移动事业部为代表的传统电信行业软件企业均面临时代变革所带来的生存与发展的问题,通过本研究将对同样处于时代变革期的软件企业带来一定的借鉴意义和参考价值。 
英文摘要:With the 3G&4G mobile broadband, smartphone and MI’s rapidly development, the Wechat, MI-chat and the other OTT service are getting more popular, and have accumulated huge users in the short term. Because of free, handy and diversity, the traditional SMS, MMS are being replaced by the OTT service. And this is making significant effect on the development of telecom operators. Meanwhile, the development of the telecom operator’s traditional service software and service providers are being impacted consequently. The telecom operators have to speed up their steps on innovating and changing to adapt to the trends. The Mobile Division of the A company is a telecom-operators-facing software, service and solution supplier in traditional mobile data service field. Being impacted by the OTT services, the investment on the traditional data service field is being declined by telecom operators, especially in SMS and MMS service platform field. Consequently, the Mobile Division of the A company is facing the crisis of survival and development. In this paper, the author describes the current business development of A company Mobile Division and the problems they are facing. With those problems, the essay puts emphasis on the analysis for the MI’s current developing, the developing opportunity and challenge for the telecom operators and the service provider, and the other competitors in the same domain, and analyzing some factors of the inner environment, including:the Mobile Division’s business accumulation in telecom fields and the inner resource. Thinking above of all, applying the theory of SWOT, the paper provide the optional business developing strategy for the Mobile Division of A company. Finally, According to the A company’s strategy policy, the author bring out the business development strategy of focusing on the key customer, focusing on the key business, executing and managing excellently, and provide the measurements and the opinions on market, software R&D, organization structure, HR and the running management. The research on the business development strategy of the A company Mobile Division will provide meaningful reference for the other software and service providers.
