中文摘要:绩效考核已经不是一个陌生的词汇,但现代企业在对绩效考核趋之若鹜的过程中,常常发现理解绩效考核的含义与应用绩效考核的功能,发挥绩效考核的作用是两回事,在投入了大量的人力物力财力后,往往达不到预期的效果,不能有效地提高与改善企业经营业绩,优化资源配置,提高劳动效率与研发创新能力,尤其是在国有企业中,绩效考核往往受人力资源管理旧有习惯的羁绊,难以推进。 本论文的案例企业天津市津能双鹤热力设备有限公司是一家国有企业,其上级控股公司为天津能源投资集团有限公司,如何将绩效管理的先进理论与津能双鹤公司的实际情况相结合,改变津能双鹤公司简单粗糙的绩效考核体系,加以重建并完善是本论文的目的。 论文内容分为五个部分。第一部分为第一章导论,本章包括三部分:第一个部分是介绍本论文的背景和选题意义,第二个部分是介绍本论文的内容布局,第三个部分是介绍本论文研究的思路和所使用的具体的研究方法。这一章针对论文整体起到提纲挈领的作用。第二部分为第二章——相关理论的研究综述和梳理。本章将对管理学中和“绩效”相关的理论文献和发展脉络进行归纳和梳理,其目的是针对“绩效管理”和“绩效考核”的发展作出一定总结,在这个过程中,并没有详细区分国外的理论与国内的理论,所以对于本论文来说,这一章的意义在于明确适用于津能双鹤公司绩效考核体系的理论基础。第三部分和第四部分为本论文的核心内容,通过分析津能双鹤公司的绩效考核体系的现状和行业环境,研究制定对应的改善措施。针对其指标模糊无法量化评价的缺陷,着手于进行绩效考核体系的重建,有针对性的对财务和销售机构进行重点重建,与此同时,需要先行阐述理论的综合背景。第五部分为第五章——津能双鹤公司绩效考核体系的保障措施体系,该部分是基于绩效考核体系的建立除了有上述的基本理论基础,以及实际的案例分析和重新设计之外,还需要在目标公司内部建立一个完整的绩效管理保障体系的考虑而进行的。 论文以理论分析法为基础,结合案例分析、实地调研等方法来完成论文。最终确定运用关键绩效指标测评法和平衡计分卡法建立津能双鹤公司的绩效考核体系。 本论文最终建立完善了津能双鹤公司的绩效考核体系,该体系紧密契合公司的生产经营情况,调动整合公司资源,激励公司员工,为公司实现经营战略与目标提供保障。  
英文摘要:Performance appraisal is not an unfamiliar vocabulary, but modern enterprise in the process of performance appraisal of mainstream, often found that understanding the meaning of performance evaluation and application of the function of performance appraisal, the role of the performance appraisal are two different things. After dedicating a lot of manpower, material and financial resources, corporation are often short of the expected effect, and can’t effectively enhance and improve enterprise operating performance, optimize the allocation of resources, improve labor efficiency and the innovation ability, especially in state-owned enterprises. Performance appraisal is often affected by the fetters of the old habit of human resource management, which is difficult to promote. Case of this paper is jinneng tianjin ShuangHe thermal equipment co., LTD, which is a state-owned enterprise. Its superior holding company is tianjin energy investment group co., LTD.. How to combine the advanced performance management theory and the tianjin ShuangHe company's actual situation, and changing tianjin ShuangHe company's simple and rough company performance evaluation system which to rebuild and improve is the purpose of this paper. The thesis is divided into five parts. The first part is the first chapter which is introduction. This chapter includes three parts: the first part is the introduction of this paper the background and significance of topics. The second part is to introduce the content of this paper layout. The third part is to introduce the research thought and the use of specific research methods in this paper. This chapter overall play the role of framing for the paper. The second part is the research of relevant theories, which is the second chapter. This chapter will induce the theoretical literature and development related to performance management, whose purpose is to summarize the development of "performance management" and "performance appraisal". In this process, the paper did’t make a distinction between foreign theories and domestic theories. So for this paper, the significance of this chapter is clear to define theoretical basis appling to tianjin ShuangHe company performance evaluation system. The third and the fourth part is the core content of this thesis. Through the analysis of the status of the performance appraisal system of tianjin ShuangHe company and industry environment, the paper studied and formulated the improvement measures. For its index fuzzy quantitative evaluation of defect, the paper began to make the reconstruction of the performance appraisal system, which targeted for financial and sales organizations reconstruction. At the same time, the paper need to introduce the theory of comprehensive background. The fifth part is chapter 5 - tianjin ShuangHe company performance evaluation system’s safeguard measures system, which is based on the establishment of the performance appraisal system in addition to the basic theory, as well as the actual case analysis and redesign. The target the company also need to set up a complete performance management system into it. Paper on the basis of theoretical analysis, is combined case analysis with field investigation method. Eventually determining the use of key performance index evaluation method and the balanced scorecard method is to build tianjin ShuangHe performance appraisal system. This thesis finally established the ShuangHe company performance appraisal system, and the system closely fit the company's production and operation situation, and can encourage the employee of the company. The system can provide guarantee for the company’s business strategy and target.
