中文摘要:随着我国金融体制改革的不断深化和金融市场开放程度的不断扩大,国有商业银行所面临的竞争日益激烈。文章所研究的C银行虽然具有规模优势、技术优势、人员优势以及市场占有率优势,但其所参与的市场竞争也愈发激烈,面临的挑战也更加强大。业绩评价问题一直受到C银行的高度重视,并且其一直在做积极的探索。C银行现行的业绩评价体系已经沿用多年,但由于国内外形势以及C银行内部管理战略的变化,使得现行方案已无法满足其战略发展需要。如何利用平衡计分卡构建适合C银行的业绩评价体系是文章研究的重点。文章在描述C银行经营现状及现行业绩评价方案的基础上,对C银行当前的业绩评价体系进行详细分析,探究现行方案体系存在的不足,然后结合C银行的发展特点和战略目标,运用平衡计分卡构建业绩评价体系,并应用层次分析法确定各层面指标的权重,最后探讨C银行在实施此业绩评价体系的保障措施。文章通过引入平衡计分卡方法,将为C银行提供一套科学有效的管理框架,创新一个学习成长机制,为管理者提供崭新的管理思路。文章得出的主要结论:一是基于平衡计分卡的业绩评价体系能够适应 C银行现有战略发展的需求,为C银行提供科学的战略管理框架,以战略的视角来审视C银行的经营管理活动,并持续改进;二是基于平衡计分卡的业绩评价体系能有效将C银行的战略目标为各部门各支行的具体行动,并关注财务、客户、内部业务流程、学习与成长四个维度,以系统、平衡的方法实现业绩评价并促进银行业务发展;三是支行需要提高全员战略意识、建立畅通的渠道、加强过程管理和结果反馈,通过构建基于平衡计分卡的完整的业绩评价体系来保障实施。全文共包含图4幅,表11个,参考文献42篇。 
英文摘要:With the continuous deepening and openness of China's financial reform financial market continues to expand, the state-owned commercial banks are facing increasingly fierce competition. C Bank discussed in this article, while having the advantage of scale, technology, personnel advantages and market share advantage, but also they participate in market competition increasingly fierce, the challenge is also more powerful. Performance evaluation has been highly valued C Bank, and it been doing active exploration. C Bank current performance evaluation system has been used for many years, but due to changes in domestic and international situation as well as the bank's internal management strategy C, making the current program has been unable to meet its strategic development needs. How to use the Balanced Scorecard to establish a new bank for C performance evaluation system has become the most important issue in this study. Based on the description of the current operating status and performance evaluation C Bank programs on the C bank current performance evaluation system for detailed analysis, to explore the current program system deficiencies exist, then in reference to a number of commercial banks and foreign literature and practice of performance evaluation case Based on the combination of features and strategic Objective C development banks, the use of the Balanced Scorecard performance evaluation system to build, and to determine the weight of each level index, and finally discuss the implementation of safeguards in C Bank this performance evaluation system. Through the introduction of the Balanced Scorecard approach designed to provide managers hope new management ideas. Balanced Scorecard is not only a performance evaluation method, it is a strategic management approach based on qualitative and quantitative data, the Balanced Scorecard application will be for C Bank provides a more scientific and effective management framework for C Bank a learning and growing innovative mechanism to maintain steady growth C banking. The main conclusions drawn in this article: The first is based on the Balanced Scorecard performance evaluation system can meet the needs of existing C Bank's strategic development, providing scientific strategic management framework for C Bank, strategic perspective to examine the bank's management activities C, and continuous improvement; The second is based on the Balanced Scorecard performance evaluation system can effectively be the bank's strategic objectives into concrete action C various departments and branch, and focus on financial, customer, internal business processes, learning and growth in four dimensions, in a systematic and balanced way to achieve performance evaluation and promotion of business development bank;The third is Branch needs to improve the overall strategic awareness, establish smooth channels to enhance process management and results feedback, through building a complete performance evaluation system to ensure the implementation of the Balanced Scorecard based.
