| 中文摘要: | 随着航天企业化改革的逐步深化,航天企业的人事管理也由计划经济时期的人事管理逐步向现代企业的人力资源管理转变,企业的人才市场化程度也逐步提高。 技术层次的精细化,人事关系的多样化,雇佣关系的复杂化,是当前航天企业单位所面临的新的问题。不合理的绩效考核可能会给企业带来许多不确定因素,导致企业发展受阻。如何制定合理的考核准则对员工的绩效进行合理、科学的评估考核,已成为新形势下航天企业员工绩效考核所面临的重要问题之一。 本文通过分析绩效考核国内外研究状况,深入剖析了新时期航天科技企业的显著特点,运用现阶段新型的绩效考核理论和方法,提出了建立航天企业员工绩效考核体系新的理论和方法。文中重点从绩效考核内容、绩效考核方法以及对绩效考核奖金分配办法、绩效考核结果的申诉处理等方面进行了深入探讨和研究,首次将绩效考核与管理职能部门结合起来,详细叙述了建立科学有效的绩效考核指标体系的基本原则和方法。 文中的创新点在于对新时期航天企业绩效考核体系的完善化和优化,并且将现阶段绩效考核领域研究的成果进行有机整合,系统性地解决新时期下航天企业所面临的绩效考核难题。该绩效考核体系在北京航天BM研究所进行过试运行结果表明:绩效考核体系优化对企业的工作效率和发展更为有利,起到了良好的激励作用,具有很好的可操作性,从而为“发展航天事业,建设航天强国”在人力资源管理上进行更多、更新的探索提供积极的实践途径。 | |
| 英文摘要: | With the gradually reforming of the personnel management of aerospace enterprise, the personnel management of aerospace enterprises also transformed to a modern enterprise human resources management, talent market degree of enterprises also is increased gradually. Fine technical level, diversified personnel relationship and complex of the employment relationship, are the new problem that aerospace enterprise faces currently. Unreasonable performance appraisal may bring a lot of uncertain factors to the enterprise and lead to block the developing of enterprises. How to formulate reasonable appraisal to evaluate employees performance more reasonably eand cientifically has become one of the important problems of employee performance appraisal that Aerospace Enterprises faces under the new period situation. This paper analysises the performance appraisal of domestic and international research status and the significant characteristics of Aerospace Science and technology enterprises under the new period, establishes aerospace enterprise employee performance appraisal system by combining current new theories and methods of performance appraisal, The paper focuses on performance appraisal content, performance evaluation methods and methods of performance appraisal and bonus distribution performance appraisal results complaint processing etc. will be the first time that combined the performance appraisal and management departments together,and described the basic principle and method of establishing appraisal index system of scientific and effective performance in detail. In this paper, the innovation lies in the perfectting and optimizing of performance appraisa system of aerospace enterprises in new period, and integrated the present achievement of the performance appraisal, all those help to solve problems of aerospace enterprise performance appraisal under the new period faces. The performance appraisal system has been applied in Beijing Microelectronics Technology Institute and the results shows that the new performance appraisal system has the more favorable effect on efficiency and the enterprise development, At the same time has good operability.The research also provide more and new practical ways to actively explore in human resource management for "the development of the aerospace industry, the construction of space power" . | |
