中文摘要:本文核心在于研究探讨如何在我国商业银行中建立授信前企业资信调查机制。当前,信用风险仍是我国商业银行面临的主要风险。2013年银行年报显示,不良贷款余额已经呈现全面上扬之势,现阶段控制信贷风险已经成为银行稳健经营的前提条件。国内银行亟需加快建立可靠的信用风险管理基础,提高国内银行与国际先进银行同台竞技的风险管理能力。针对借款人提出的授信申请,银行对借款人和相应的贷款项目会有一个审查和筛选的过程。只有在确定了合格的授信对象并确定发放贷款以后,银行才能根据借款人和项目的风险状况进入贷款定价程序。而授信前企业资信调查则是商业银行决定是否受理客户业务和确定授信风险程度的依据,科学合理的调查工作能够最大限度的减少信用违约事件的发生。本文通过介绍企业资信调查的概念和在授信业务流程中的重要作用,强调要在授信管理过程中重视授信前企业资信调查工作并实施全面的调查,注重信用风险的过程预防,即“重视事前控制,防患于未然”。本文首先以银行客户资信调查为理论出发点,介绍客户资信调查的概念、内容、步骤、方法及其在银行风险管理中的作用;然后从宏观环境、所在行业、财务数据、信用风险、发展前景五个维度分析了商业银行客户资信调查的现状,剖析了其影响因素,说明了建立一套能充分揭示客户资信的调查机制具有十分重要的现实意义;进而探讨了如何建立商业银行授信前企业资信调查机制;最后结合工作实际,以SL集团为例演示了该机制的实际操作方法,证明了该机制的可行性,体现了本文在商业银行授信业务实践工作中的指导意义。希望通过本文能够引起我国商业银行对授信前企业资信调查的重视,在建立企业资信调查机制上提出探索性的方法,为建立一套科学的、合理的、客观的、具有一定创新性和能充分体现企业客户资信的调查机制做出一些贡献。 
英文摘要:This dissertation focuses on how to establish the enterprise-wide credit investigation system before bank credit-awarding in commercial banks. At Present, credit risk is still the main risk in Chinese commercial banks. And the bank's 2013 annual report shows that the balance of non-performing loans began to rise. At this stage, controlling credit risk has become a prerequisite for the healthy operation of banks in China. Therefore, domestic Banks urgently need to speed up strengthen internal credit risk management foundation in order to exercise and improve with advanced international Banks competing each risk management ability. For a loan application, commercial banks should firstly screen the customer’s credit. Then after choosing appropriate borrowers and deciding to grant loan, the banks can price the credit risk of the loan. And the enterprise-wide credit investigation before credit-awarding has played key role in deciding whether they accept the service or not and measuring credit risk. As a result, scientific and reasonable investigation can decrease the number of credit default events as much as possible. The paper introduces the definition of the enterprise-wide credit investigation and explains bank credit-awarding business cannot be done without it. Moreover, we have to pay attention to it and take positive actions. Commercial banks should prevent credit risk evens before provide credit-awarding service and it can be summarized into “nip in the bud”. This dissertation starts with the theory of customer’s credit investigation, introducing the concept, content, procedure, method of customer’s credit investigation and its role in risk management. Basic indexes and corrective ones are set up to accurately analysis the present situation of client credit investigation in commercial bank as the following: macro environment, the industry, financial data, credit risk and development prospect. Thus, it has significant realistic meaning to set up a credit investigation system, which can fully provide the client’s credit risk. And then discuss how to establish the enterprise-wide credit investigation system in commercial bank. Finally, takes SL Group as example to show how to use the system based on daily work and proving the availability of this method. Therefore, its occurrence will lead commercial bank credit-awarding business to right direction in practice. Through the study in this paper, I hope to promote the attention of commercial banks about the enterprise-wide credit investigation before accept credit-awarding service and put forward the constructive suggestion on the client credit investigation system. At the same time, I hope to award my contribution in order to set up a set of the enterprise-wide credit investigation method, which is scientific, reasonable, objective and creative, also can fully announce clients’ credit.
