中文摘要：	天然气作为一种世界公认的清洁能源，在一个国家的国民经济及能源结构的地位日益突出。随着我国工业化进程的推动、经济的高速发展以及居民生活水平的日益提高，政府对气候变化的问题高度重视，出台了一系列旨在努力控制和减缓温室气体排放，大力节约能源、开发新型能源、优化能源结构，加强生态保护和建设的举措。由此推测，未来中国对天然气的需求将持续旺盛，国内天然气供应将呈现西气东输、北气南下、就近供应以及海气登陆四大格局，逐步形成以国产气为主，进口气为辅的多气源资源保障体系，为我国整个天然气行业的开发、应用和发展带来机遇和空间。 面对天然气行业的发展机遇与挑战，天然气运营企业如何抓住机会、把握方向，通过持续改进，成为全国有影响力、能保持企业自身持续竞争优势的清洁能源供应商，是摆在每一位经营者面前的重要课题。本文以战略管理理论为指导，以滨海投资有限公司为研究对象，分析了滨海投资公司的战略定位及发展中面临的问题，通过内外部环境分析，阐述了滨海投资有限公司的发展战略目标、实施方案及保障措施，目的在于提出适合于滨海投资公司的发展战略，同时也希望能为从事城市燃气投资和运营的同行企业带来一些启示。 本文内容共分为六个章节。第一章是绪论，主要介绍论文的研究背景、研究意义、研究目的、思路和内容。第二章回顾了战略管理的相关理论，作为本文研究的理论依据。第三章分析了滨海投资有限公司的宏观环境和行业环境。第四章阐述了滨海投资有限公司的战略发展目标和战略选择。第五章从企业管理、资本经营、运营环境三个层面的优化提出公司发展战略的实施对策。第六章是结论，对本文的研究进行全面归纳和总结。 本文的创新点在于通过对天然气行业和企业自身核心能力的研究，将理论与实际相结合，阐述了滨海投资有限公司的发展战略，并对发展战略的实施提出了可操作性的对策和方案。
英文摘要：	As the world recognized clean energy, natural gas has become increasingly significant in a country’s national economy and energy structure. China is a developing country with enormous population, industrialization process and rapid development of economy. And the need of energy is the essential base and motive power. With the increase in living standard and the great importance attached to the climate change, our country has introduced a series of measures to make great efforts to control and reduce the emission of greenhouse gases, safe energy vigorously, develop new energy, optimize the energy structure and further strengthen ecological conservation and development. It can be predicted that in the future the demand on natural gas of China will be still high. In the next few years, natural gas industry in China will form the multi-air-supply resources guarantee system with domestic gas as the main and supplement by the imported gas. The national supply of gas will present in four patterns which are gas transmission from the west to the east, from the south to the north, from the nearest and from the sea. It will bring opportunity and space for the whole national natural gas industry in exploitation, application and development. Facing the opportunity and challenge of the development in natural gas industry, how to seize the opportunity, grasp the direction and improve continuously to become the important clean energy supplier in Tianjin Binhai new area with nation-wide influence which is the important subject in front of every operators ofBinhai Investment. Guided by strategic management theory with Binhai Investment Co., Ltd. as the study subject, this thesis analyzes the development history, development strategy and problems of Binhai Investment. Combined with the internal and external environment analysis, it elaborates the development strategic goal, practical and feasible scheme and safeguard measure of Binhai Investment Co., Ltd. which is aimed at providing proper development strategy for the enterprise and bringing some enlightenments for the related enterprises engaged in urban gas investment. This thesis is divided into six chapters. Firstly, it is the introduction in which introduces the research background, research significance, research purpose, research ideas and research content. Secondly, it reviews the relevant theories of strategic management as the theoretical foundation of this thesis. Thirdly, it elaborates the strategic environment Binhai Investment Co., Ltd. facing with which includes macro environment, industry environment and so on. Fourthly, it elaborates the strategic development goal and strategic choice of Binhai Investment Co., Ltd. Then, it raises the implement countermeasure for development strategy of Binhai Investment Co., Ltd. from the aspect of optimization of enterprise management and optimization of capital operation and operation environment. Last, it is the conclusion in which it generalizes and summarizes the research comprehensively. The innovation point of the thesis is that it elaborates the development strategy of Binhai Investment Co., Ltd. with the combination of theory with practice through the study on natural gas industry and it raises operative countermeasure for the implementation of development strategy.
