中文摘要:天津开发区作为天津滨海新区的核心区,其贸易发展的活跃程度可以代表滨海新区乃至天津市的整体贸易发展态势。受国内外宏观经济贸易环境影响,天津开发区近几年的出口贸易增长幅度严重下滑,贸易形势严峻,威胁到整体区域经济的发展。为保障天津开发区经济贸易的可持续发展,营造天津开发区健康活跃的区域营商环境,有效的贸易促进服务体系成为解决问题的关键。贸易促进服务是政府和企业保持良好沟通的纽带。对政府而言,贸易促进服务通过搭建有效商贸平台,很大程度上繁荣区域营商环境,促进企业对区域的投资,保证区域经济良好增长;对企业而言,贸易促进服务直接服务于企业,不仅可以扩大企业市场,还可以拓展企业影响力,打造企业品牌,在优化企业管理和人才队伍建设等方面也有很好的促进作用。在当前国内外经济贸易形势不稳定的背景下,天津开发区现有的贸易促进服务体系已不能满足企业实际的商贸需求,服务水平亟待提升。本研究首先对天津开发区现有的贸易促进服务水平和服务举措进行调研评估,找出存在问题和局限,并介绍了发达国家和地区的贸易促进服务的体系构成、服务项目和运作模式。进而根据天津开发区当前提供贸易促进服务所处的内外部环境,运用SWOT分析模型进行天津开发区贸易促进服务战略选择,制定出天津开发区贸易促进服务战略框架,同时运用战略钻石模型对天津开发区贸易促进服务战略进行内在要素丰富。结合天津开发区贸易促进服务现存问题和发达地区的贸易促进服务借鉴,根据制定的天津开发区贸易促进服务战略,本文提出更加完整的、可持续的、适于天津开发区发展的新型贸易促进服务水平提升策略,进一步完善天津开发区区域营商环境,为政府和企业和谐健康发展做出贡献。本文不仅有利于天津开发区贸易促进服务部门打造创新服务体系,更好地营造天津开发区健康的营商氛围,还有利于其他经济区域参考借鉴,为当地政府和企业打造互惠互利的良性贸易促进服务循环。 
英文摘要:Tianjin Economic-Technological Development Area (TEDA), the core of Tianjin Binhai New Area, has been representing the New Area, even the Tianjin City, on trade development for her active trading. In recent years, TEDA’s increase rate of export trade has slumped due to the consequences from macroeconomic environment, which resulted in severe trade situation and threatened the economy development in TEDA. It is effective trade promotion service system that solves the problem, through which can guarantee TEDA’s sustainable trade development and build healthy business environment in TEDA. Trade promotion service is a good link between government and enterprises. For government, the service is able to bring prosperity to the region by establishing workable business platforms and ensure fine growth in regional economy by attracting more investment. In the other hand, enterprises, the aim of the services, can not only expand their market, explore influence and forge market brand, but also get optimization in the field of corporate management and talent team building. Under the current circumstance of unstable economy and trade, the existing TEDA’s trade promotion service system can not meet the needs from enterprises. It is urgent to upgrade the level of the service. In the first place, the current trade promotion level and measures are evaluated by a survey in the paper. The problems and limitations embedded in the existing trade promotion system are diagnosed. Meanwhile, the formation, service and operation of the trade promotion system from developed nations and regions are introduced in the research. Furthermore, SWOT analytical model is utilized in choosing trade promotion service strategy of TEDA, based on the internal and external environment the existing TEDA’s trade promotion service is in, which builds up the strategic framework for TEDA’s trade promotion service. The strategic diamond model is also applied to enrich the internal factors the TEDA’s trade promotion service strategy should have. Following the newly-made TEDA’s trade promotion service strategies, the paper, in view of the problems embedded in the current TEDA’s system and reference from mature trade promotion experience from developed regions, puts forward a complete, sustainable, and adaptable strategy for upgrading TEDA’s trade promotion service. The research further perfects TEDA’s business atmosphere and makes contribution to harmonious development for both government and enterprises. The research can avail TEDA’s trade promotion departments to create new service system and better build healthy business atmosphere. It is a reference for other economic areas also for making a mutual positive cycle of the service between government and enterprises.
