中文摘要：	乡村旅游是新世纪我国乡村发展的主题之一，被视为拉动乡村经济、带动乡村社区发展的重要手段，成为农村新的经济增长点。但近年来乡村旅游开发在促进乡村旅游社区快速发展的同时，也给乡村社区带来了一系列的负面影响。尤为突出的是旅游开发过程中，开发商和社区居民之间的冲突事件不断发生，社区居民是乡村旅游开发的主体，社区居民因利益得不到有效保障，对乡村旅游开发产生抵触情绪，既影响了乡村旅游开发的顺利进行，也不利于旅游业的可持续发展。因此，在研究乡村旅游地可持续发展的同时，社区居民利益逐渐成为研究者的关注对象，乡村旅游开发中社区居民利益的实现也需要强有力的利益保障体系，但是目前对乡村社区居民利益问题的专门研究较少，尚处于初级阶段。 基于此，本文运用经济学、社会学、管理学相关知识，从利益相关者的角度入手，通过对乡村旅游开发与社区居民的关系、乡村旅游开发中的各主要利益相关者的分析以及社区居民与其他主要利益相关者的关系，从而进一步研究分析乡村旅游开发中社区居民的利益分配问题，并运用相关的理论和案例研究分析问题，以过程的思想，尝试构建了乡村旅游开发中社区居民利益保障体系，以保障社区居民的利益，主要包括引导咨询体系、社区居民参与体系、利益分配体系、保障体系和监督体系。在这一框架中，乡村社区居民是核心，所有的子体系的构建都是围绕社区居民的利益展开的。这五大子体系构成了乡村旅游开发中社区居民利益保障体系，互相联系，并从监控的角度，动态循环升级，贯穿于乡村旅游开发的整个过程，保障乡村社区居民真正从乡村旅游的发展中获益，促进乡村旅游与社区的共同发展。
英文摘要：	As one of the themes of rural tourism development, rural tourism, which is considered as an important means to spur the rural economy and drive the rural social development in our country, is paid attention to by more and more governments. In recent years, rural tourism has also brought a series of negative influences to the rural communities while developing quickly. The conflict of interest between tourism developer and community residents occurs from time to time during the course of tourism development, the residents’ interest can’t be protected, so the residents have a negative attitude at developing rural tourism, which seriously influences sustainable development in tourism. So the residents’interest is paid more attention to by the researchers when they study on the sustainable development in tourism. But the study on community residents’interest is not enough and still at a very elementary stage. Under such a background, the paper, starting from the stakeholders’perspective, makes use of theories such as economics, sociology and management science to analyze the relationship between community residents and the other major stakeholders, the problem of the community residents’interest, and appreciates the experience from the case in the part of community residents’ interest. The paper, taking the community residents as the center, tries to construct a system of interest guarantee which can make sure that the residents get enough benefits from the rural tourism development. The system includes five subsidiary systems: the guide system, residents’participation system, the interests-sharing system, the guarantee system and the monitoring system, which are influenced by each other. The whole system can guarantee the community residents’interest during the whole process of rural tourism and push the community developing in step with the scenic site in the end.
