中文摘要：	随着时代变迁，世界经济全球一体化的趋势不断加强，竞争越来越激烈，在这种背景环境下，中国企业面临的经济形势越来越严峻，提高资本运营的规模和质量、提升经营管理水平、增强企业核心竞争力成为重中之重。医药行业的竞争越来越炙热化，医药企业只有从自身实际情况出发去开展资产和资金运作，提升资本运营的规模和质量水平，追求资本的保值和增值，才能在激烈的市场竞争中站稳脚跟，谋求新的发展和突破。资本运营作为企业的一项经营战略，只有与组织管理、产品营销、市场拓展、品牌推广等战略相结合，才能在市场竞争中发挥出最大的助推功效，帮助企业扩张并实现可持续发展。在现代化经济建设进程中，国有资本发挥着重要作用，研究国企资产运营对于发展产业经济、振兴地方经济意义重大。本文以天津市医药集团为研究对象，运用理论和实务相结合的方法，通过对资本运营的操作环境、制定思路、国内战略、国外战略、配套战略、风险管控等进行分析，并给出提升资本运营管理职能的对策和建议，积极探寻现代国企建立并完善资本运营战略体系的途径和方法。随着国企改革的不断推进，各项改制工作有序开展，许多国企都在积极探索创新，尝试不同的资本运营模式，天津医药集团的资本运营战略和实践案例可以成为国企资本运营工作的有益借鉴和经验补充，希望借助资本运营这一快速发展的“崭新能量”，对实现国有资产保值增值、推动经济发展起到重要作用。
英文摘要：	Under the background of strengthening economic globalization, Chinese enterprises are facing increasingly severe economic situation and in the strategic transformation based on the improved quality of capital operation and the enhanced competition. The entire pharmaceutical industry are more competitive. Meanwhile, the pharmaceutical companies need to comprehensively and scientifically organize the capital operation, constantly improve the quality of capital operation, diligently pursuit the maximal value of capital, hardly make every attempt to achieve business expansion and improved efficiency, ensure themselves can't be eliminated in the fierce market competition and achieve high goals. The capital operation can play the biggest role in the process of business expansion only by combining internal management，market strategy and brand strategy. At the same time, it will improve the quality of business operations and achieve long-term sustainable development. As an important part of national economy, the state-owned economy plays a key role in the modernization process. Researching the state-owned economy can significantly promote the development of industry asset management and the revitalization of local economy. The paper studies Tianjin Pharmaceutical Group, using a combination of theory and practice methods, through analyzing the capital operation of the operating environment, the development of ideas, domestic strategies, foreign strategy, supporting the strategy, risk of management and control, gives countermeasures and suggestions to upgrade the capital operation management functions, and actively explores the ways to establish and improve the system of modern state-owned capital operation strategy. With the advancement of state-owned enterprises' reform and restructuring work, the state are actively exploring and trying different mode of capital operation. Tianjin Pharmaceutical Group's investment and financing strategies and practice cases can be a useful place to learn and experience to complement the work of state-owned capital operation. I hope that the capital operation can be the power of Chinese new energy in the rapid development and promotes Chinese economic development.
