中文摘要：	随着我国经济的发展，地方政府融资平台在经历了最初的萌芽时期后，也进入了一个快速成长的时期，在快速成长期内，融资平台实力不断发展壮大，在促进城市基础建设、促进城市化的过程中扮演重要的角色。但是伴随着融资平台成长的是债务规模的成长以及带来的风险的增加，一旦风险演变为现实，那么对于政府的财政安全以及对于银行等债权人的金融安全将是一次严重的打击。因此，如何加强债务的风险管理，保持融资平台的健康发展，如何制定有效的债务风险管理策略来提升组织风险管理水平，从而确保其业务可持续发展，已经成为很多融资平台不得不思考的问题。在这种情况下，本文通过采用文献归纳分析、案例法等方法，开展以A区建投企业为代表的地方政府融资平台债务风险管理的研究，试图针对当前建投企业在债务风险管理的一些问题，提出相应的对策。 本文从风险管理的角度出发，从地方政府融资平台入手。一方面，通过对激励理论、公共产品等相关理论进行分析，论证了融资平台诞生的理论基础，指出了其所发挥的积极意义，另一方面，通过对于政府融资平台参考相关文献进行分析，借鉴其分析步骤，并以A区建投集团为实证对象在对于其发展历程、现状等研究的基础上，对于其在管理职能、投融资体制、风险控制存在的问题进行分析，其后对于其在债务管理的三个阶段所存在的问题进行分析，把分析结果同理论研究的结果结合起来，对于其在三个阶段所存在的债务风险的分布和类型进行了深入具体的研究，最后针对不同阶段的风险特征，从制度改进、流程优化、渠道拓宽、评价奖惩等多方面研究提出了相应的风险控制策略与措施。
英文摘要：	As China's economic development, local government financing platform has undergone initial germination period of time, has entered a period of rapid growth. In this period of rapid growth, the strength of the continuous development of state financing platform in promoting urban infrastructure construction, promoting the city of course plays an important role, but accompanied by the growth of financing platform is growing size of the debt and increasing risks, once the risk evolves into reality,then the government's financial security and financial security for banks and other creditors would be a serious blow, therefore, how to make strengthening the debt risk management to maintain the healthy development of the platform, how to develop an effective risk management strategy to improve debt risk management organization to ensure the sustainable development of its business, has become he issues that many financing platforms had to think about. In this case, the study summarized and analyzed through the use of literature, case law and other methods, to carry out research in order to build investment enterprises on behalf of local government debt financing platform for risk management, trying some of the problems of debt for the current construction investment companies, proposed appropriate countermeasures. This study, from the respective of risk management, starting from the local government financing platforms, on the one hand, by the theory of motivation for the theory of public goods, such as the analysis demonstrates the theoretical basis of the birth of financing platform, pointing out the positive meaning they play, on the other hand, the relevant literature for domestic enterprises through customer value analysis conducted analysis, drawing on its analysis steps, and a construction Investment Group empirical objects in its course of development for the current situation on the basis of research, for its management functions, investment and financing system, risk control analysis of the problems and thereafter for the three stages of its debt management in the problems were analyzed, the analysis results with the results of theoretical studies combine debt risk management issues for the three stages of its existence made specific recommendations. Finally, aiming at risk features in different stages, this paper put forward corresponding risk management strategies and measures in terms of institution improvement, process optimization, channels expanding and evaluation of rewards and punishments.
