| 中文摘要: | 随着改革开放不断深入和社会经济迅速发展,借助资产重组和行政指令性整合的形式,集团企业得以迅速成长。人力资源管控是集团管控中重要一环,随着企业规模扩大,业务领域延伸,人力资源管理面临的挑战也在不断增加。然而很多集团企业由于缺乏统一规范科学有效的集团化人力资源管控体系,影响了其经营水平的提高。因此,如何科学有效选择人力资源管控模式,划分管理界面,确定集权和分权的平衡点,优化管控手段,对实现兼顾集团战略的大局和灵活积极应对外部环境的目标,具有重要意义。论文在归纳与研究相关理论文献的基础上,盘点了T集团历史沿革、组织架构、发展战略和集团人员总体情况。随后通过专项问卷调查和重点访谈的形式,分析了集团人力资源管控模式和管控手段现状,研究了目前存在的主要问题。然后,根据T集团总体发展战略,结合宏观经济形势、集团管控模式、产业形态等因素的影响,提出对集团政策型业务平台公司和市场型业务平台公司实施差异化人力资源管控模式,对政策型业务平台公司实施监管型人力资源管控模式,对市场型业务平台公司实施顾问型人力资源管控模式。最后,论文针对T集团人力资源管控手段问题现状,提出了“完善人力资源规划体系”、“ 完善招聘资源共享机制,搭建人才内部流动机制”、“完善差异化薪酬福利体系和绩效管理系统”、“完善集团化人才开发体系”和“ 建设人力资源信息管理系统”等五个人力资源管控手段优化建议对策。 | |
| 英文摘要: | With the deepening of reform and opening up and the rapid development of socio-economic, the enterprise groups grow rapidly due to asset restructuring and administrative mandatory integration. Human resources management and control is an important part of group management and control. With the expansion of business scale and the extension of business areas, human resource management is more challenging than ever before. However, the lack of a standardized scientific and effective group human resource management and control system had a negative effect on many group companies regarding to the improvement of their management level. Therefore, for achieving the goal of taking into account both the Group's overall strategy and active respond to the external environment, it is significant important that how to find a way to choose a scientific and effective model of human resource management and control, to divide management interface, to determine the balance point of centralization and decentralization and to optimize the ways of control. On the basis of induction and research related theoretical literatures, this paper illustrates the history, organization structure, developing strategy and overall situation of staff of the T Group. Followed by special questionnaires and interviews, the paper lists the status of the Group Human Resources management and control models and tools to analyze the main problems that currently exist. Then, according to the overall development strategy of T Group, combined with the impacts of the macroeconomic situation, group management and control model and industrial patterns etc. , the paper elaborates about implementing differentiated models for the Group's mandatory business platform companies and market business platform companies, which means to implement human resource management and control model to mandatory business platform companies while to implement human resource consultant control mode to market-oriented business platform companies. Finally, in order to respond to the problem status of T Group human resources management and control, the paper gives five countermeasures of optimization suggestions which are " to perfect human resource planning system ", " to improve recruitment resource sharing mechanism and build talent internal flow mechanism", " to perfect differentiated payroll system and benefits system and performance management system", " to perfect the talent development system" and " to build human resources information management system ". | |
