中文摘要:随着天津经济社会的迅猛发展,房地产开发和城市建设得到快速提升,呈现量大面广的特点。2013年天津市房地产新开工和竣工量都达到2800万平方米,在施量达到9200万平方米。随着中心城区开发空间越来越小,建设用地供应逐步向外围延伸,房地产新开发项目越来越向外环线周边、城乡结合部和郊县发展。同时天津在实施危陋房屋改造和基础设施建设中,拆迁了大量的平房区和五、六十年代建设的楼房。为了使被拆迁群众得到安置,在外环线周边地区建设了大量保障性住房,年平均建设量达到500万平方米。随着新型居住区的开发和入住,对城市基础设施的要求呈现快速增长,人们不仅要有房居住,还要对道路、水、电、气、热、排水、通讯、路灯、绿化、交通等设施同步到位。但外环线周边大多是基础设施的空白区,缺乏系统性,使基础设施配套项目建设变得越发重要起来。但是由于我们多年来在基础设施配套项目建设管理上仍沿用旧的模式,由市级部门、市级投资公司实施统建统管,建设部门难以承揽当前建设形势的需要。同时在项目资金上单纯依靠基础设施大配套费也难以满足工程建设的需要,虽然进行融资建设,但受房地产市场波动等影响,还款压力加大,收入减少,面临配套建设与银行还款的双重压力。在基础设施配套项目建设管理上,仍然沿用谁投资、谁建设的模式,市级管理部门和市级投资建设主体全盘负责、一包到底的管理模式。由于量大面广点多,市级部门在实施中对项目范围、质量、进度、成本都得不到有效的控制,项目建设中也得不到当地政府、企业甚至群众的支持,各方利益得不到保证和约束,使项目建设成本上升,建设进度缓慢。很多城乡结合部的住宅小区建成后,配套跟不上,水电气热、道路公交等设施不匹配,群众得不到真正的安居房,严重损害了群众的切身利益。由于配套项目得不到及时建设,造成了社会不稳定。通过本课题的分析和研究,对基础设施配套项目的范围进行了探讨。首先对城市基础设施的概念和含义进行了回顾,对西方经济学界的理论做了分析,同时对基础设施概念进入国内后,多年的发展沿革也进行了阐述,确定了本论文所要研究的范围。文中对国内外基础设施项目建设管理上的经验和作法进行了认真总结、分析,特别对国内近年来很多城市采用的代建制进行了优劣势的分析,提出了主导性的观点。论文重点分析了天津市随着住宅建设的不断发展,对于基础设施配套项目管理的历史沿革,采用理论分析、对比分析、重点分析、定性和定量分析相结合的研究方法,对当前基础设施配套项目建设管理现状情况和在范围、质量、成本、进度等方面存在的问题进行了深入剖析。主要认为,由于当前项目范围在区域上向外围扩展,规模上较之过去项目大幅增加,从而使项目建设管理面临新的形势和任务;在项目质量管理上,由于前期工作比较仓促,前期设计不够深入优化,项目质量责任不明确,质量激励机制尚未建立,质量管理不够精细化;在项目造价上,土地房屋征收、工程变更、工程超概等方面把握不到位,存在问题比较普遍,使工程总成本难以把控;项目进度上,土地房屋征收和设施交接协调周期长,从面使工程工期得不到有效保障。根据以上问题的提出,天津在新的开发区域实施基础设施配套项目建设管理上探索新的路径,探索新的管理模式。提出项目管理的目标: 一是项目范围管理目标:基础设施配套项目改变分散建设管理现象,实现按区域的统筹建设;建立高效有序的前期工作绿色通道。二是质量管理目标提高配套项目前期工作质量;建立基础设施配套项目专业质量标准体系;建立明晰的责、权、利相统一的质量责任体系;形成质量管理制度;建立激励机制,努力打造优质工程;不发生重大质量安全事故。三 是项目成本管理目标:实现区域基础设施配套项目总成本控制,统筹测算区域土地开发平衡资金,建立基础设施配套项目建设资金与区域土地出让和综合开发相结合的资金保障体系;四是项目进度管理目标:实现基础设施配套项目先于开发项目建设的目标,建立工程前期、土地房屋征收、工程实施、项目结算交接四步式的关键路径进度管控体系。为了实现上述目标,提出的主要创新点:一是确定以区域为项目的范围,对区域基础设施项目实行统一规划、统筹建设,先规划后建设,提高前期工作的深度;二是运用新开发区域的土地开发政府收益中的50%用于统筹区域基础设施建设,从而有效提升土地价值,从根本上保障了基础设施建设资金;三是将基础设施配套项目建设的管理责任全部下放到区县一级政府部门,成立区域开发的管理机制,由区一级的项目建设公司为融资建设单位,再通过代建制方式,委托给专业公司具体组织项目建设管理;四是将影响工程进度的土地房屋征收、设施交接完全由区级政府组织实施,发挥区级部门管理的综合优势;五是严格工程变更管理,将层层审批调整为按规模分级把关的机制,既提高效率,又分清了责任。论文中还提出以天津B区的CJ功能区为案例,提出具体的操作规程和实施步骤,为在更大的范围的推广提供经验。最终实现对项目的范围有效控制,确保质量和进度,实现优化配套项目建设资合理使用,形成权责明晰、高效完善的基础设施配套项目建设管理体系。 
英文摘要:With the rapid development of Tianjin economic society, real estate development and city construction has been rapid promotion, presents the characteristics of large quantity and extensive. But because of our years in the infrastructure project construction management is still the old model, built by the municipal departments, unified management of the implementation of municipal investment company, the construction sector is difficult to contract the need of current construction situation. At the same time in the project funds to rely solely on the infrastructure supporting fees are hard to meet the needs of engineering construction, although financing construction, but affected by fluctuations in the real estate market, repayment pressure increase, the reduction in income, facing the dual pressure of supporting facilities and bank loan repayment. In the infrastructure project construction management, still who investment, construction mode, municipal administration departments and municipal construction investment main body totally responsible, a pack in the end management mode. Due to the enormous quantity wide points, municipal departments in the implementation of the project scope, quality, schedule and cost are not effective control, to the local government, enterprises and even the support of the masses do not have to project construction, the interests of all parties is not guaranteed and constraints, so that the project construction cost rises, the slow progress of construction. A lot of the integration of urban and rural residential area is completed, matching up, hydropower gas heat, road transportation and other facilities do not match, the masses can’t get real living, serious damage to the vital interests of the masses. Because the supporting projects for not timely construction, causing social instability. Through the analysis and research of this topic, the scope of the infrastructure project is discussed. Firstly, the concept and meaning of urban infrastructure is reviewed, the western economics theory is analyzed, and the concept of infrastructure into the country, the evolution and development of the years are discussed, to determine the scope of this paper is to study. Experience and practice of domestic and international infrastructure project construction management this paper conscientiously sum up and analysis, especially in recent years in China, many cities have adopted the agent construction system analyzed the advantages and disadvantages, proposes the dominant view. This paper focuses on the analysis of Tianjin city with the continuous development of housing construction, the history evolution of supporting the project facilities management, using theoretical analysis, method of comparative analysis, the focus analysis, combination of qualitative and quantitative analysis, in-depth analysis of the current infrastructure project construction and management of the status and existed in the scope, quality, cost, schedule and other aspects of the. The main view, due to the current project scope extended to the periphery in the region, the scale than in the past, the project increased greatly, so that the project construction management is facing new situations and tasks; in the project quality management, because of the early work is hasty, the pre design in-depth optimization, project quality responsibility is not clear, quality incentive mechanism has not yet establishment of quality management is not fine; in the project cost, land expropriation of houses, engineering change, engineering aspects of super almost can't grasp, problems are quite common, so that the total cost of the project is difficult to control; project schedule, land expropriation of houses and facilities handover coordination cycle is long, from the surface to make the construction period not to effective protection. According to the above question put forward, Tianjin in the new regional development implementation to explore new path of supporting infrastructure project construction management, explore new management mode. Put forward the goal of project management: one is the project scope management objectives: supporting infrastructure project construction management change dispersion phenomenon, realize the overall construction area. Two is the quality management objectives and improve the supporting the preparatory work for the project quality; building the infrastructure project supporting system of professional quality standard; system of quality responsibility unified establish clear responsibility, right and profit; the formation of quality management system; the establishment of incentive mechanism, and strive to build quality engineering; do not produce accident of great quality and safety. Three is the project cost management objective: to realize the control of the total cost of supporting regional infrastructure projects, the overall estimation of regional land development fund balance; four is the project schedule management objective: to achieve before development projects supporting infrastructure construction project objective to establish pre construction, land, housing levy, project implementation, project settlement transition four step of the critical path scheduling management system. In order to achieve the above goals, the main innovation points: one is to determine the area as the scope of the project, the implementation of unified planning for regional infrastructure projects.
