中文摘要:进入21世纪,党中央、国务院提出了推进社会主义新农村建设的总体要求。国家发改委在对天津市实施小城镇发展改革示范项目的复函中高度评价了天津市提出的“以宅基地换房”的方式建设小城镇的工作思路,认为富有新意、符合国策,是一条新路子。2005年,以华明镇作为试点,天津市开始示范小城镇项目建设步伐。示范小城镇建设项目普遍投资规模大、资金流量大、融资需求大。在近年房地产、土地市场持续升温的背景下,大部分项目土地出让取得的收入基本可以保证按时还本付息,同时,拆迁相关款项的支付又能为商业银行带来大量的低成本存款和拓展大批个人客户,因此各商业银行对示范小城镇项目给予了积极支持,市场竞争较为激烈。但是,随着世界经济危机的爆发和不断蔓延,中国经济发展速度已逐步放缓,固定资产投资速度呈现下降趋势,房地产市场交易较为低迷,开发商资金链紧张,购置土地决策趋于谨慎,部分区域土地出让受到了较大的影响,使得完全依赖土地出让收入返还偿还贷款本息的示范小城镇建设项目贷款的信用风险不断上升。在这样的背景下,本文通过分析天津市示范小城镇建设项目在运作模式、运作原则、实施主体、土地管理、资金配套和优惠政策等方面的特点及其信用风险成因,采用定性评价与定量预测相结合的方法,构建天津市示范小城镇建设项目贷款信用风险评估模型,并应用该模型对YLQ示范小城镇建设项目贷款这一案例进行了分析研究,对如何防范项目贷款信用风险提出相关建议,为信贷决策提供了参考依据。 
英文摘要:With the rapid economic growth in recent years,urbanization of China is moving fast forward. Tianjin urbanization projects are built according to the implementation of the CPC Central Committee and State Council’s general requirements on the coordinated development between urban and rural areas, and the promotion of socialist countryside construction. Tianjin Urbanization Projects need large investment and create strong cash flow. Banks in Tianjin introduce credit policies to these projects because of obtaining a lot of low-cost deposit,as well as timely debt service. However, with the outbreak of the world economic crisis, China's economic growth has gradually slowed down and investments in fixed assets has shown a downward trend. At the same time, the bubble of real estate has caused big trouble to land market in several areas, which bringing large risk to urbanization projects loans . Therefore, it is very important to make credit decisions basing on analyzing and assessing the credit risk on Tianjin urbanization project loans , as well as studying risk prevention measures. After meticulous research on characteristics of Tianjin urbanization projects, such as mode of operation, operating principles, constrution entity, land management, financial support and incentives, etc, and also causes of the credit risk, Fuzzy Comprehensive Evaluation is chosen to make a credit risk assessment model of Tianjin urbanization project loans. This model is used to analyze and research on case study of YLQ town construction project loan, and recommendations are given on credit risk control measures.
