中文摘要:历史经验表明利率市场化是社会经济发展到一定阶段的产物,放眼全球,以美国、日本为代表的发达国家以及香港、韩国、阿根廷等新兴经济体均完成了利率市场化。通过对这些国家和地区的利率市场化实践研究发现:当经济发展到一定阶段,利率市场化是形成完善的金融市场、推动深化社会经济发展、规范商业银行经营环境的必要条件,通过利率市场化,各商业银行自主经营能力不断加强,经营模式、客户结构、创新水平、风险管理手段也都获得不同程度的提升,这也是商业银行适应利率市场化的结果。但我们也应该看到,利率市场化不可能一蹴而就,是持续漫长的过程,并且给商业银行的传统经营模式带来巨大的冲击,利率市场化改革也会加大商业银行的经营风险,甚至会导致银行的经营危机。 我国自1996年开始正式实施利率市场化以来,改革之路已经走过了18年,遵循“先外币、后本币;先贷款、后存款;先长期、大额,后短期、小额”的路径稳步推进利率市场化,目前贷款利率已全部放开管制(个人住房贷款除外),改革到了最后的关键阶段——存款利率全面市场化。 利率市场化对中国银行业是一场深刻的收入结构调整以及战略转型的革命,其对商业银行的影响涉及战略、经营、管理、风险控制等各个方面,由于篇幅有限,无法在一篇论文中一一尽述。但笔者认为利率市场化对商业银行最重要的影响莫过于由于利率形成机制的彻底改变而引起的与利率直接相关的“盈利模式”及“金融产品”的重大变革,因此本文主要围绕利率市场化对商业银行经营模式、存款、贷款的影响进行分析并提出应对策略。 本文从“利率市场化”相关理论研究出发,回顾、总结了国外有代表性的国家利率市场化的过程、特点、经验、教训,并全面梳理截至目前我国的利率市场化改革进程,在上述基本理论和案例分析的基础上,站在商业银行的角度总结出利率市场化对整体中国银行业的重大影响,并以作者工作的中国银行H分行为例,通过运用SWOT工具,对其进行内外部分析,提出其目前急需解决的问题:取消利率管制保护后H分行的收入增长模式、存款及贷款业务的发展方向。针对H分行所处经济环境、自身特点提出具有可操作性的应对策略即:借助区域经济优势充分利用H分行经营特色实现转型发展;优化资产业务定价策略,调整授信客户结构;发挥互联网优势,以“平台思维”做大做强负债业务。 本文主要运用了文献分析、案例研究、比较分析、规范分析等方法,图3幅,表6个,参考文献33篇。 关键词:利率市场化;中国银行;应对策略;  
英文摘要:Historical experience shows that the interest rate liberalization is the social and economic development to a certain stage of the product. On the global view , the developed countries such as the United States and Japan, as well as Hong Kong, South Korea, Argentina and other emerging economies have all completed the interest rate liberalization。By studying the interest rate market-oriented reforms in various countries and regions, we can find: the interest rate reform is conducive to promoting the formation of sound financial markets, creating a relatively standardized operating environment for commercial banks. Which continue to strengthen self-management capabilities, business model, customer structure, level of innovation and risk management tools, that turns out the adaption to the result of the interest rate market. Mean while we can see that the interest rate liberalization is a long process which brings a huge impact to the traditional business of commercial banks increase business risks and leads to an operated crisis. Since the beginning in1996 the formal liberalization of the interest rate has gone through 18 years. The way to further implementation of interest liberalization has gone through with the principles of first foreign currency, then local currency; first loan, then deposit; first long-term, large, then short-term, small". The current loan interest rates have been deregulated, and we will get the reform to the final critical stage – the liberalization of deposit rate. China's interest rate reform is a profound revolution in banking revenue restructuring and strategic transformation. In this paper, from the theoretical research on "the interest rate market", we review and summarize the foreign representative national interest rate market reform process, characteristics, experiences, lessons learned, and comprehensive combing Up to now China's market-oriented interest rate reform process. On the above of basic theory and case analysis, we summed up a major impact on the overall interest rate market China's banking sector from the perspective of commercial banks. And taking the author's work in Bank of China H branch work for instance, using the SWOT tool to analyses the internal and external, we got the current urgent problems: the development direction of interest rates after the abolition of controls to protect revenue growth model, deposits and lending of H branch. And then we put forward a workable strategies thinking of the economic environment and its own characteristics of the H branch: with the regional economic advantages, making the full use of H branch operating characteristics to achieve the transformation of development; optimizing the asset business pricing strategies, adjusting the structure of credit customers; strengthening the liability business with to the advantage of the Internet to "platform thinking". In this paper, we use literature analysis, case studies, comparative analysis, normative analysis and other methods with 3 pictures,6 tables and 33 references.
