中文摘要:我国监狱承担着对于服刑人员进行刑罚执行和教育改造的任务,监狱工作水平的高低直接影响着改造质量的优劣。监狱人民警察作为监狱工作的执行和实施主体,其工作能力、知识层次、专业技术等各方面的素质,决定了监狱各项工作是否能顺利的开展,以及是否能够对服刑人员实施有效的改造,使之切实能够在刑释解教后融入社会。传统的人事管理观念已经无法适应新形势对于监狱工作的要求,为全面贯彻“首要标准”,完成监狱的任务和目标。监狱领导者必须更新对于警察的管理观念,与时俱进,树立新型的人力资源管理理念,将警察视作监狱发展最为重要的资源。监狱对于警察实施管理,不能停留在过去以强制力和约束力规范警察行为的阶段,而是应尊重警察的特性,以服务警察、为警察提供发展途径为宗旨,着力打造一支素质过硬的监狱警察队伍,最终实现警察职业生涯规划与监狱工作目标的统一。本文选取T监狱为研究对象,根据T监狱警察管理的现状,按照人力资源管理理论,分析当前管理中存在的一系列问题。T监狱警察管理中,职业生涯规划、队伍专业化水平、教育培训模式、绩效考核制度和激励方式都具有不合理性,已经难以适应时代要求,必须进行改革。同时,T监狱警察管理又收到监狱管理理念、相关法律法规、财政经费保障、监督机制、社会舆论等多方面的影响。根据现代人力资源管理理论,结合T监狱工作的实际情况,针对T监狱警察管理存在的问题,提出解决策略与优化途径。本文认为应为警察制定合理的人力资源规划,提升警察的专业化水平,在警察中开展多种形式的教育培训,构建科学的量化考核机制,完善对于警察的激励制度。要确保各项优化策略的实施,首先要使监狱管理者的树立人力资源管理理念,基于宏观角度和长远考虑,要建立相应的法律法规,落实财政经费保障,在T监狱内形成行之有效的监督机制,并且要注重引导正确的社会舆论。 
英文摘要:The prison of our country undertakes the task of punishment and re-education to the convicted person, the level of prison management directly affects the remodeling quality. As the main part to execute the prison work, the prison police must have enough capacity, enough knowledge and professional skill, that would decide the start of the prison work and the remodeling of the convicted person. The traditional human management concept can not be used to the modern prison work. The leader of the prison must update the management concept, construct new human resource management concept, and see the police as the significant resource of the prison development. Under current situation, the prison can not manage the police by force and sanction, but show the respect to the staff. Take the police personal development as the purpose, and strive to create an excellent the prison police force, and ultimately the police career and prison work can reach to objective unity. The paper selects the T prison as the study object, based on the situation of police management in the T prison and according to the Human Resource Management Theory, analyze the current series of problems existing in the management.Police management, human resource planning, the team as a whole professional level, education and training mode, performance appraisal systems and incentives in the T prison is unreasonable, which has been difficult to adapt to the requirements of the times and must be reformed. Meanwhile, T prison police management had received multiple effects, such as prison management philosophy, relevant laws and regulations,to ensure funding for financial supervision mechanism, social media and so on. According to the theory of modern human resource management, combined with the actual situation of T Prison Work, focus on T prison police management problems, propose solutions and optimize strategies. This paper thinks that we should make reasonable human resource plan for the police, improve the professional level, diversify forms of education and training in the police, and build construction of quantitative scientific evaluation system, improve the incentive system for police. To ensure the optimization of the implementation of the strategy, first of all, make the prison manager to establish the idea of human resource management,based on the macro perspective and long-term consideration, establish corresponding laws and regulations, guarantee the implementation of fiscal funds, form the effective surveillance mechanism in T prison, guide public opinion correctly.
